ZONING ADMINISTRATOR HEARING <br />MINUTES <br />JULY 25, 2012 <br />CONDITIONAL USE PERMIT NO. 2012 -14 <br />10:56 a.m. <br />Mr. Sergio Klotz, Zoning Administrator, called to order the public hearing in the City Hall <br />Ross Annex Conference Room 2001. <br />Also in attendance were: Beth Aboulafia and Lisa Boylin, Applicants; Connie Hamilton, <br />South Coast Neighborhood; Ali Pezeshkpour, Planning Intern; Eileen Greene and Monica <br />Hernandez, Police Department; Ryan Hodge, City Attorney; and Jocelyn Magalona, <br />Recording Secretary. <br />Three emails were received: Judy Bryant and Becky Vargas stating their opposition to the <br />project; and Connie Hamilton in support of the project. <br />Mr. Pezeshkpour presented the staff report and recommendation for approval. <br />Ms. Hamilton spoke in support of the project. <br />Ms. Aboulafia provided background of the project followed by a request to amend Police <br />Condition Nos. 9, 13, 14 and 17. <br />Discussion and clarification followed regarding the applicant's request to amend some <br />conditions which resulted in the following changes: Police Condition No. 9 was modified to <br />state the employees alcohol training program be reviewed and approved by the Santa Ana <br />Police department; Police Condition 13 was amended to allow wine smaller than 750 ml. be <br />sold only in manufacturer pre - packaged multi -pack; Police Condition 14 was modified to <br />allow sales of alcoholic beverages from 6:00 a.m. to midnight; and Police Condition 17 was <br />amended to state cash registers be visible from all public areas. <br />The Zoning Administrator inquired if the applicant agreed to all of the conditions. Ms. <br />Aboulafia stated her agreement to all of the conditions. <br />The Zoning Administrator noted Target's large square footage providing a convenience with <br />a wide variety of products and merchandise, an alcohol sales training program in place and <br />its location within a large commercial center. <br />The Zoning Administrator adopted a resolution approving Conditional Use Permit No. 2012- <br />14 with amended conditions and authorized the Planning Commission to issue a Public <br />Convenience and Necessity (PCN) letter. <br />The hearing adjourned at 11:30 a.m. <br />Jocelyn Ma alona <br />Recording Secretary <br />mriza\minutes12012V -25 -12 CUP 12-14 Target ABC. min <br />
