ZONING ADMINISTRATOR HEARING <br />MINUTES <br />MAY 18, 2011 <br />CONDITIONAL USE PERMIT NO. 2011 -12 <br />9:07 a.m. <br />Mr. Vince Fregoso, Zoning Administrator, called to order the public hearing in the City <br />Hall Ross Annex Conference Room 2001. <br />Also in attendance were: Jennifer Chavez, Jason Austin, Phil Reinartz and June <br />Hoodbhoy, Walgreens; Verny Carvajal, Senior Planner; Mike McCoy, Police <br />Department; Ryan Hodge, City Attorney; and Jocelyn Magalona, Recording Secretary. <br />Verny Carvajal presented the staff report and recommendation for denial. <br />Two correspondences were received: an email from Ali Surti in opposition to the project; <br />and a letter and signed petition from Jennifer Chavez in support of the project. <br />The Police Department noted inconsistencies in the staff report and amended the <br />number of active ABC licenses currently in the census tract within 1,000 feet. <br />isMs. Chavez provided background of the project. <br />Discussion and clarification was held regarding crime statistics, alcohol impacts, 1,000 <br />foot minimum requirement from sensitive uses and overconcentration. The Zoning <br />Administrator noted Walgreens is a nationally known chain with established policies and <br />procedures in place and stated he is inclined to approve the project. The Zoning <br />Administrator requested from the Police Department an evaluation of Walgreen's <br />established ABC licenses in neighboring cities and review of the employee training <br />manual for alcohol sales.
