ZONING ADMINISTRATOR HEARING <br />MINUTES <br />MAY 18, 2011 <br />CONDITIONAL USE PERMIT NO. 2011 -13 <br />9:44 a.m. <br />Mr. Vince Fregoso, Zoning Administrator, called to order the public hearing in the City <br />Hall Ross Annex Conference Room 2001. <br />Also in attendance were: Jennifer Chavez, Jason Austin, Phil Reinartz and June <br />Hoodbhoy, Walgreens; Verny Carvajal, Senior Planner; Mike McCoy, Police <br />Department; Ryan Hodge, City Attorney; and Jocelyn Magalona, Recording Secretary. <br />Verny Carvajal presented the staff report and recommendation for denial. <br />A letter and signed petition was received from Jennifer Chavez in support of the project; <br />and a phone call to Mr. Carvajal was received from Joe Dixon with the Santa Ana <br />Unified School District stating concern of the project's proximity to the school. <br />The Police Department amended the project location from above average to average in <br />police related incidents. <br />• <br />Ms. Chavez provided a brief background of the project. <br />Discussion and clarification was held regarding crime statistics and overconcentration. <br />The Zoning Administrator noted Walgreens is a nationally known chain with established <br />policies and procedures in place and stated he is inclined to approve the project. The <br />Zoning Administrator requested from the Police Department an evaluation of <br />Walgreen's established ABC licenses in neighboring cities and review of the employee <br />training manual for alcohol sales.
