(14 -063) <br />{STRATEGIC PLAN NO. 6,2) <br />r <br />CITY M AGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1"Reading <br />❑ Ordinance on 2ntlReading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to National Auto Fleet Group for the purchase of a maintenance stake bed truck <br />in an amount not to exceed $70,485, and to Coastline Equipment for the purchase of a backhoe <br />loader in an amount not to exceed $91,154, subject to non - substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />The Finance and Management Services Agency Facilities, Fleet Maintenance, and Central <br />Stores Division is responsible for the acquisition, maintenance, repair, and replacement of <br />vehicles, trucks, and maintenance equipment. Replacement of City vehicles is based on mileage <br />and performance. Due to budget constraints in past years, the City focused primarily on <br />replacing Police Department patrol units. Consequently, other vehicles have exceeded their <br />useful lifecycle resulting in increased maintenance and repairs costs and lowered vehicle <br />performance. <br />Based on the City's lifecycle replacement criteria, two vehicles have been identified for <br />replacement with the following equipment: one John Deere 310K backhoe loader and one E450 <br />Ford Super Duty truck. The backhoe being replaced is 28 years old and is therefore non- <br />compliant with existing AQMD diesel standards. The E450 truck will be used by the Parks, <br />Recreation and Community Services Agency Park Maintenance Division and will be outfitted with <br />an electric drive system through a partnership with the California Energy Commission (CEC). All <br />costs associated with the electric drive system conversion will be funded by the CEC. <br />Santa Ana Ordinance No. NS -2312 authorizes the City to purchase against contracts from any <br />public agency utilizing a competitive bid process.
