REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />DECEMBER 2, 2014 <br />TITLE: APPROVED <br />AGREEMENT WITH WKE, INC., FOR ❑ As Recommended <br />ENGINEERING CONSULTING SERVICES Cl Amended <br />[] O Or rdinance on 1" Reading <br />FOR FAIRVIEW STREET BRIDGE ❑ Ordinance on ed Reading <br />REHABILITATION (PROJECT NO. 15 -6827) ❑ Implementing Resolution <br />(STRATEGIC PLAN NO. 6, 1, G) ❑ Set Public Hearing For <br />CONTINUED TO <br />( L FILE NUMBER <br />CITY MANAGE <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute an agreement with WKE, Inc., <br />subject to nonsubstantive changes approved by the City Manager and City Attorney, to provide <br />engineering services for a two -year period expiring December 2, 2016, with the provision for one <br />one -year extension exercisable by the City Manager, for a total agreement amount not to exceed <br />$600,000. <br />DISCUSSION <br />Fairview Avenue is classified as north -south Major Arterial per the City's General Plan Circulation <br />Element with three lanes in each direction, except at the bridge crossing over Santa Ana River. <br />Currently, Fairview Bridge is striped with two lanes in each direction with no curb or sidewalk on <br />the bridge. Ultimately, staff will seek Federal and Measure M2 funds to widen the bridge and <br />Fairview Street to accommodate three lanes in each direction. Improvements will include widening <br />the bridge to add sidewalk, curb, and barrier rails. <br />Staff issued a Request for Proposals (RFP) for the Fairview Street Bridge Rehabilitation <br />Improvement through the Orange County Register on July 16, 2014. The RFP was also posted on <br />the City website. Three proposals were received, evaluated, and ranked by a review committee <br />comprised of personnel from various City agencies. Ranking criteria included firm and personnel <br />experience, understanding of need, relevant project experience, schedule, and references. The <br />top two firms were selected for interview for final ranking.
