After reviewing and evaluating proposals from four qualifying <br />firms, City staff determined IPS Group, Inc. (IPS) was the top firm and received the highest <br />overall ranking as a result of their proposal and interview. Therefore, on May 20, 2014, Council <br />approved a five -year term agreement effective through May 19, 2019 with five, one -year renewal <br />options with IPS, to provide single space parking meters, in- ground sensors and the Data <br />Management System reporting software. The purchase of these smart meters was intended to <br />replace outdated parking technology while fulfilling the evolving needs of the Downtown. These <br />smart meters provide electronic payment options, such as credit card and pay -by -phone features <br />to enhance the overall parking experience. When paired with in- ground sensors, which detect the <br />absence and presence of a vehicle, the meters reset upon vehicle departure and prevent feeding <br />of the meter beyond the posted time limit to increase vehicle turnover. <br />Phase I of the Downtown smart meter program began in July 2014 and continued with the <br />installation of the in- ground sensors in September 2014. By the end of December 2014, city wide <br />meter revenue had increased by an average of $11,000 per month since the installation of the <br />smart meters and sensors. <br />Phase II of the Downtown smart meter program began in October 2015 with the adjustment of <br />parking meters rates as a result of the adoption of the Downtown Enhancements and Parking <br />Modernization Plan. As a result of the modernization efforts, by the end of December 2015, the <br />22C -1 <br />
