Ethics Ad Hoc Committee <br />Notes from the November 30, 2009 Meeting <br />• Conversation with Joann Speers indicated with Code of Ethics <br />should be viewed as "Constitution" and tweaks made sparingly <br />f Expand Code of Ethics to Form 700 filers (approximately 100 city <br />filers including EMT) <br />• To operate City government and exercise our responsibilities in a <br />manner which creates trust in our decisions and the manner of <br />delivery of programs <br />• To create a transparent decision making process by providing <br />easy access to all public information about actual or potential <br />conflicts between our private interests and our public <br />responsibilities <br />• Expand communication on all documents provided to resident and <br />business community, e.g. Water Bills, RFP's, RFQ's, employment <br />applications, Council Agendas, etc. <br />• Review Code biennially on non - election years, e.g. 2011, 2013 etc. <br />to ensure the Code is being applied in a fair and effective manner <br />• Implementation <br />• Monitoring and oversight are essential to ensure this Code of <br />Ethics and Conduct is effectively implemented <br />• Objectives of implementation shall include: <br />♦All persons covered by this Code must: <br />• be aware of its provisions <br />• have resources available to clarify expectations in <br />situations where a potential area of noncompliance may <br />exist <br />• Code is intended to be self- enforcing <br />o If an instance arises where a person continues to violate this <br />Code, even after receiving guidance and counsel, sanctions <br />would apply and would occur in a public meeting <br />Maria D.
