FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br />RESOLUTION NO. 2017-25 <br />A RESOLUTION OF THE HISTORIC RESOURCES <br />COMMISSION OF THE CITY OF SANTA ANA APPROVING <br />HISTORIC RESOURCES COMMISSION APPLICATION <br />NO. 2017-27 TO PLACE THE PROPERTY LOCATED AT <br />1722 NORTH HELIOTROPE DRIVE, SANTA ANA, ON THE <br />HISTORICAL REGISTER AND APPROVING HISTORIC <br />REGISTER CATEGORIZATION NO. 2017-26 PLACING <br />SAID PROPERTY WITHIN THE KEY CATEGORY <br />BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br />Section 1. The Historic Resources Commission of the City of Santa Ana <br />hereby finds, determines and declares as follows: <br />A. On October 26, 2017 the Historic Resources Commission held a duly <br />noticed public hearing for the placement on the Santa Ana Register of <br />Historical Properties (Historic Resources Commission Application No. <br />2017-27) and categorization (Historic Resources Commission <br />Categorization No. 2017-26) of the Frandson-Mouwdy House located at <br />1722 North Heliotrope Drive, Santa Ana. <br />B. The Frandson-Mouwdy House has distinctive architectural features of the <br />Late Colonial Revival style, and was built in 1938 by Floyd B. Rogers. <br />C. This home qualifies for listing on the Santa Ana Register of Historical <br />Properties and is eligible for categorization as Key. The Frandson qualifies <br />for listing in the Santa Ana Register of Historical Properties under Criterion <br />1, for its exemplification of the distinguishing characteristics of the English <br />Revival style. Additionally, the house has been categorized as "Key" <br />because it "has a distinctive architectural style and quality" in its <br />presentation of Late Colonial Revival style (Municipal Code, Section 30- <br />2.2). Character -defining features of the Frandson-Mouwdy House that <br />should be preserved include, but may not be limited to, materials and <br />finishes: The smooth stucco cladding and horizontal wood board siding, <br />multi -light double hung windows with faux shutters, and wood shingle roof <br />cladding are all characteristics of the style. The house also contributes to <br />the historic character of the Floral Park neighborhood through its age, <br />style, scale, and historic association with important members of the local <br />business and social community. All original exterior features of the <br />Frandson-Mouwdy House are considered to be character defining and <br />should be preserved. These features include, but may not be limited to: <br />materials and finishes (stucco, horizontal wood boards); roof configuration, <br />Resolution No. 2017-25 <br />Page 1 of 4 <br />
