REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 16, 2018 <br />TITLE: <br />APPROVE AN AGREEMENT WITH US <br />NATIONAL CORPORATION FOR WATER <br />PRODUCTION FACILITY PAINTING <br />(RFP NO. 17-087) <br />(STRATEGIC PLAN NO. 6,2) <br />/V <br />J <br />CITY ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on tat Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with US National <br />Corporation to provide water production facility painting for a three-year period beginning <br />January 16, 2018, and expiring January 15, 2021, with provisions for a two-year renewal option <br />exercisable by the City Manager and City Attorney, in an amount not to exceed $50,000 <br />annually, for a total amount not to exceed $150,000 for the initial three-year period, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City of Santa Ana Public Works Agency oversees and maintains the daily operations of a <br />highly automated and complex water system consisting of pump stations, wells, reservoirs, and <br />flow control valves. The City water system is comprised of approximately 444 miles of water <br />main, 45 million gallons of storage at 7 sites, 7 Metropolitan Water District connections, 21 <br />groundwater wells, 7 pumping stations, 1 elevated tank, and 4 pressure regulating stations. <br />Many of these facilities have above -ground and outdoor pipelines, valves, and tanks that need <br />coatings and paintings to protect them from the elements and extend their useful life. <br />Staff issued a Request for Proposals (RFP) for water production facility painting services. The <br />RFP was advertised on the City's PlanetBids website, as well as the City website, on October 3, <br />2017. Three proposals were received and evaluated by a selection committee comprised of <br />Public Works Agency staff. Of the three proposals submitted, two were disqualified for being <br />nonresponsive to the requirements of the RFP. Only the proposal received from US National <br />Corporation was fully responsive to the RFP and was rated a score of 89 out of 100. <br />Staff recommends awarding a contract to US National Corporation, the top rated firm. They <br />have demonstrated the technical competency and ability to respond to the City's needs. <br />25A-1 <br />
