RESOLUTION NO. 2018-020 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NO. 2015-026 TO <br />ADJUST THE SALARY FOR THE UNREPRESENTED <br />EXECUTIVE MANAGEMENT CLASSIFICATION OF <br />EXECUTIVE DIRECTOR OF PUBLIC WORKS (EM). <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1_ The City Council hereby finds, determines, and declares as follows: <br />A. Section 1004, Article X of the City Charter of the City of Santa Ana requires <br />the City Manager to prepare, install, and maintain a position classification and <br />pay plan subject to civil service rules and regulations and the approval of the City <br />Council. <br />B. On June 16, 2015, the City Council passed and adopted Resolution <br />No. 2015-026, amending and re-establishing the Basic Classification and <br />Compensation Plan for classes of employment designated as Executive <br />Management (EM). <br />C. On July 5, 2017, the City Council passed and adopted Ordinance No. <br />NS -2919, allocating expenditures and revenue for the City's annual budget and <br />authorizing position allocations for fiscal year 2017-2018. The Ordinance also <br />sets forth the requirement that alterations in the allocation of authorized positions <br />be reviewed and approved by the City Council. <br />D. It is proposed that the salary level for the executive management <br />classification title of Executive Director of Public Works (EM) be increased in <br />order to maintain internal pay equity relationships, provide a salary that is in the <br />median within the City's labor market, and to attract and retain qualified <br />candidates. <br />E. It is now desired to amend Council Resolution No. 2015-026, as amended, in <br />order to effect the change, as shown below: <br />Resolution 2018-020 <br />Page 1 of 3 <br />
