HUIZAR, Clerk of the Council <br />PUBLIC COMMENTS - <br />• Phil Bacerra, opined effort to convene a meeting with 33 OC Cities to attempt a <br />collaborate approach to homeless issue have not worked; urged City Council to move <br />forward with litigation. <br />• Vincent Pham, opined homeless issue is at arm's length for most people, issue is at his <br />doorstop, discussion made by City Council will affect everyone, and importance to <br />understand there are faces behind numbers. <br />• Maria Acevedo, expressed concern as to personal encounters with homeless individuals <br />at her home, need to demand other cities to address homeless problem, and encouraged <br />City Council to step up. <br />• Tim Johnson, addressed City Council and urged them to not extend this issue any further. <br />Opined City of Santa Ana is bearing the burden to address homeless issue. <br />• Irma Macias, opined need for change, responsibilities to ensure needs of speakers are <br />met, and the need to push other cities to address homeless issue. <br />CITY COUNCIL MINUTES 1 APRIL 17, 2018 <br />
