Flores, Dora
From:G.S. California Towing <office@gscaliforniatowing.com>
Sent:Tuesday, September 16, 2025 1:44 PM
To:Amezcua, Valerie; Vazquez, Benjamin; Phan, Thai; Lopez, Jessie; Bacerra, Phil;
Hernandez, Johnathan; Penaloza, David
Cc:!City Clerk
Subject:Oppose Item 15 – Outside-City Tow Storage
Importance:High
Attention: This email originated from outside of City of Santa Ana. Use caution when opening attachments or links.
Mayor and Councilmembers,

My name is Mayra Ruiz, President of Greater Southern California Towing, a lifelong Santa Ana resident, and a
mother raising my children here. I am writing to oppose Item 15 – Third Amendment for Rotational Towing
and Storage Services on tonight’s agenda.

This amendment would allow rotational towing companies to store and release vehicles outside of Santa Ana
city limits. While this may seem like a small change, it creates a real burden on residents:

•Families will have to travel farther to retrieve their cars.
•Residents will lose time, face added expenses, and deal with greater inconvenience.
•Oversight and accountability become weaker when storage is outside our city.
•Companies that invested in Santa Ana facilities are placed at a disadvantage compared to those who
chose not to.

Earlier this year, I objected in writing to this amendment because it harms Santa Ana residents and undermines
fairness. When the extension and amendment were later separated, I declined the outside yard amendment and
signed only the clean one-year extension. I stood for Santa Ana families, even though three other companies
supported the amendment.

Now, it feels like I am being punished for doing the right thing for refusing to pass costs and inconvenience
onto residents.

I urge you to reject Item 15. If a car is towed in Santa Ana, it should be stored and released in Santa Ana.
Residents should not carry the burden so companies can operate more conveniently.

Thank you for protecting Santa Ana families and fairness.

Mayra Ruiz
2202 W 5th St.
Santa Ana, Ca 92703
714-558-7645 Office
Www.GSCaliforniaTowing.com
1
