ORDINANCE N0.NS-1 APPROPRIATINGFUNDS FOR FISCAL <br /> YEAR STARTING APRIL 1~, 1953 AND ENDING JUNE 30, 1953 <br /> <br /> WHEREAS, heretofore, the City Council adopted a budget for <br /> <br />the fiscal year beginning July l, 1952 and ending June 30, 1953 and <br />thereafter, the Charter of the City of Santa Ana was adopted, ap- <br />proved and became the basic law for the government of the City of <br />Santa Ana and under said Charter the first fiscal year for said City <br />began at 8 P. M. on the 14th day of April, 1953 and will end on June . <br />30, 1953; <br /> <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES <br />ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1. That all unencumbered balances in all funds as de- <br />tailed in the budget for the fiscal year beginning July l, 1952 and <br />ending June 30, 1953 are hereby appropriated for the use of the Sev- <br />eral Departments, Offices, Boards and Commissions as set forth in that <br />said budget for the first fiscal year provided for in the Charter of <br />the City of Santa ~na beginning on the l~th day of April, 1953 and <br />ending on the 30th day of June, 1953. <br /> <br /> SECTION 2. That this Ordinance is urgently required for the im- <br />mediate preservation of public peace, health and safety. That this <br />emergency exists because of the facts hereinabove recited. That in <br />the absence of an Appropriation Ordinance no funds will be available <br />for the fiscal year beginning as herein set out and the Departments <br />of the City cannot operate without the funds provided for hereby and <br />it is necessary to maintain and continue the functions and operations <br />of the City that the citizens therein may be supplied with water, <br />sewage service, police and fire protection and other services for the <br />protection of public health, peace and safety of all the City. <br /> <br /> SECTION 3. The 01erk of the Council shall certify to the pas- <br />sage of this Ordinance as an Emergency Ordinance and cause the same <br />to be published within 15 days after its adoption, in one issue of the <br />Santa Aha Register, the official newspaper of the City of Santa Ana, <br />California.
