ORDINANCE NS-1013 ESTABLISHING CRITERIA FOR <br />THE INSTALLATION OF ADULT SCHOOL CROSSING GUARDS <br /> <br /> WHEREAS, the problem of where and under what conditions <br />adult school crossing guards shall be established at school <br />crosswalks is a recurring one which requires the establishment <br />of guidelines, and <br /> <br /> WHEREAS, Section 21372 of the Vehicle Code of the State of <br />california requires the establishment of warrants to control the <br />installation of crossing guards, <br /> <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />DOES ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1: That the Santa Ana Municipal Code is hereby <br />amended by adding Sections 36-121 through 36-126 to Chapter 36 <br />thereof to read as follows: <br /> <br />Sec. 36-121. Vehicle Code Requirements. <br /> Section 21372 of the Vehicle Code of the State of <br />California requires that all cities shall establish warrants <br />by which it can be determined whether or not an adult school <br />crossing guard should be provided at the sites of cross <br />walks where school children customarily cross streets for the <br />purpose of going to or from school. <br /> <br />Sec. 36-122. Uncontrolled Locations. <br /> <br /> At uncontrolled locations an adult school crossing <br />guard shall be provided by the City of Santa Ana at a <br />street cross walk where school children customarily cross <br />in going to or from school when it shall appear, upon <br />investigation, that vehicular and pedestrian traffic at such <br />crossing meet the warrants hereinafter described: <br /> <br />(a) <br /> <br />There is no controlled intersection within <br />600 feet of the location at which the <br />installation of an adult school crossing guard <br />is contemplated. <br /> <br />(b) <br /> <br />At the peak periods, no fewer than 40 elementary <br />school children per hour utilize the subject <br />cross walk, as pedestrians, for progressing to <br />or from school. <br /> <br />(c) At the peak periods referred to in (b) above, <br /> the minimum traffic volume (two-way) is: <br /> <br />on a street <br />50' or less in width, <br />60' or less in width, <br />70' or less in width, <br />80' or less in width, <br /> <br />350 vehicles <br />250 vehicles <br />200 vehicles <br />150 vehicles <br /> <br />per hour; <br />per hour; <br />per hour; <br />per hour <br /> <br />or <br /> <br />(d) <br /> <br />The product of the factors, number in thousands of <br />vehicles traversing the subject crosswalk per hour <br />in the peak hour, and the number of crossing elementary <br />school children in such hour, is twenty (20) or greater. <br /> <br />Sec. <br /> <br />36-123. Requirements for Factors. <br /> <br /> (a) For the purpose of the preceding section, the <br /> term "controlled intersection" shall mean: An <br /> intersection where traffic movements are controlled <br /> by a traffic signal or a boulevard stop sign. <br /> <br />-1- <br /> <br /> <br />
