NS -2872 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADDING CERTAIN PROPERTIES TO THE <br />HARBOR MIXED USE TRANSIT CORRIDOR SPECIFIC <br />PLAN (SP -2) BOUNDARIES; AND, REMOVING CERTAIN <br />PROPERTIES FROM THE SP -2 ZONING DESIGNATION <br />AND CHANGING THE ZONING FOR THOSE REMOVED <br />PROPERTIES (AA NO. 2014 -01) <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana does hereby find, determine <br />and declare as follows: <br />A. On August 25, 2014, the Planning Commission held a duly noticed public <br />hearing and voted to recommend that the City Council: <br />1. Adopt a resolution certifying the Final Environmental Impact Report <br />No. 2014 -01, to approve the mitigation monitoring program, findings <br />of fact, and statement of overriding considerations for the Harbor <br />Mixed Use Transit Corridor Specific Plan. <br />2. Adopt a resolution approving General Plan Amendment No. 2014- <br />02. <br />3. Adopt an ordinance approving Zoning Ordinance Amendment No. <br />2014 -01. <br />4. Adopt an ordinance approving Amendment Application No. 2014- <br />01. <br />B. The City Council of the City of Santa Ana held a duly noticed public hearing <br />on the above said actions for the Harbor Mixed Use Transit Corridor Specific <br />Plan (SP -2) on September 16, 2014. At that meeting, the City Council <br />continued the matter to October 7, 2014, so that the plan could be revised to <br />reflect the City Council's new policy decisions. The October 7, 2014 City <br />Council meeting was postponed, and all matters were continued to the next <br />meeting. On October 21, 2014, the City Council resumed the public hearing, <br />and at that time considered all testimony, written and oral. <br />C. Amendment Application No. 2014 -01 has been filed with the City of Santa <br />Ana to remove 120 acres from the SP -2 zoning designation, primarily in and <br />around the Willowick Golf Course, and change the zoning district for those <br />properties to Single Family Residential (R1), Two - Family Residential (R2), or <br />Open Space (0). These proposed zone changes are generally in keeping <br />with the existing land uses and subdivision lot patterns.
