I <br />Prior to grading, the site should be cleared of existing debris, organics, and other <br />deleterious materials. Organically, impacted materials not suitable for backfill <br />should be disposed of off-site. All materials excavated and removed should be <br />disposed of at a legal disposal site. All underground utilities should be secured <br />and/or relocated if necessary prior to excavation operations. <br />10.2.3 Excavation 0perations <br />After site preparation has been completd areas to receive improvemems are to <br />be excavated to a depth of competent material. Site materials are considered <br />competent when all loose, dry and disturbed materials have been removed <br />resulting in a firm and unyielding condition with a result in-place soil moisture <br />content of + 3Yo of optimum.
