REMEDIAL ACTION PLAN <br />FOR SOIL IMPACTED BY COPPER <br />FORMER CIRCUIT ONE <br />2103 S. GRAND AVENUE, SANTA ANA, CALIFORNIA <br />1.0 INTRODUCTION <br />This report provides the Remedial Action Plan (RAP) for the soil that is impacted by copper at <br />the Former Circuit One (the Site) located at 2103 S. Grand Avenue, Santa Ana, California. The <br />Site vicinity is shown on Figure 1. The Site location is shown on Figure 2. The purpose of this <br />RAP is to summarize the environmental condition related to the copper contamination at the <br />Site and to outline the proposed remediation activities. The RAP defines the contamination, <br />remedial action objectives, remediation goals and the scope of the tasks that will be conducted <br />to remediate the soil impacted by copper. <br />The subsurface soil beneath the Former Circuit One Facility is impacted by volatile organic <br />chemicals (VOCs), specifically, trichloroethene (TCE), and copper. There is no indication that <br />the groundwater beneath the site is impacted by copper. These contaminants are believed to <br />be from the former use of the Site for circuit board manufacturing. This RAP is prepared to <br />addresses remediation of the soil impacted by copper. <br />2.0 BACKGROUND <br />This section provides the site description, site history, site geology and hydrogeology ·and <br />previous investigations and extent of contamination. <br />2.1 Site Description <br />The Site is located at 2103 S. Grand Avenue in the City of Santa Ana, California (Figure 2). It is <br />situated on the northerly parcel identified as Parcel 1 on the Record Survey dated May 1993 <br />and recorded in Book 46, Page 22 of the Records of Survey of Orange County, and also shown <br />on a Map filed in Book 65, page 37 of Records of Survey of Orange County. The site is a part <br />of Assessor Parcel Number (APN) 014-173-05. A copy of the APN map is included in Appendix <br />A. <br />Industrial plaza has an area of approximate 9.3687 acres. As shown on Figure 2, there are 15 <br />buildings in the plaza. The buildings are tilt-up construction. The plaza includes a number of <br />suites that are used for storage, metal part manufacturing and many other commercial/industrial <br />uses. <br />2.2 Site History <br />The property that comprised the three parcels was acquired by North, Central and South, Inc. in <br />May 1963 (GeoRemdiation, Inc. [GRI] 1992). Prior to this transaction, the land was used for <br />agricultural purposes. The three separate legal parcels were acquired by Industrial Plaza LP <br />from Warner Properties Inc., Warner Central Properties Inc. and Warner South Properties Inc. <br />on May 17, 1971. <br />By December 1963, construction of two buildings on the property at 2101-2115 S. Grand and <br />2117-2127 S. Grand had been completed. Between January 1964 and March 1970, a variety of <br />general industrial uses occupied the Site. The premises at 2103 S. Grand and adjacent suites <br />at 2101 and 2105 S. Grand were utilized for circuit board manufacturing from April 1970 to <br />February 1990. The most recent occupant of 2103 S.
