REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 15, 2018 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: APPROVED <br />APPROVE AGREEMENT WITH HF&H ❑ As Recommended <br />As <br />CONSULTANTS LLC FOR SOLID WASTE L] Amended <br />❑ Ordinance on 15l Reading <br />CONSULTING SERVICES ❑ Ordinance on 2"d Reading <br />(STRATEGIC PLAN NO. 4, 1 & 5) ❑ Implementing Resolution <br />❑ Set Public Hearing For <br />r <br />�u :t: - <br />MANAGER MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with HF&H <br />Consultants, LLC, to provide solid waste consulting services for a period to run concurrent with the <br />extension agreement for collection and handling of solid waste with Waste Management, expiring <br />June 30, 2020 with a one-year option exercisable by the City Manager, in an amount not to exceed <br />$184,000, with a 20 percent contingency of $36,800, for a total amount of $220,800, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City's agreement for collection and handling of solid waste is due to expire on June 30, 2020, <br />and include a one-year extension option. The Public Works Agency is developing a strategy for <br />providing appropriate solid waste services in Santa Ana that considers changes in legislation and <br />recycling trends, and also establishes the City's "Green Policy' and goals. The City is interested in <br />contracting with a consultant with solid waste expertise for these services. <br />The consultant will be required to assist the City in developing a "Green Policy' and goals with <br />input from City Council, the community, and staff. Development of the policy and goals will inform <br />the finalization of the draft Request for Proposals (RFP) for solid waste services. The process will <br />include a review of the City's Source Reduction and Recycling Element, Household Hazardous <br />Waste Element, Non -Disposal Facilities Element, and applicable laws related to solid waste, <br />including the City's Integrated Waste Management Ordinance and Municipal Code. The consultant <br />will also assist the City with the Solid Waste Services RFP process, including contract negotiation <br />and finalization. <br />Staff issued the RFP for Solid Waste Consulting Services (Exhibit 1) on the City's website on <br />January 1, 2018. Five proposals were received. The proposals were evaluated and ranked by a <br />review committee comprised of staff from the Public Works Agency, the Community Development <br />Agency, the City of Laguna Beach Public Works Agency, and the Orange County Public Works <br />60D-1 <br />
