We are experts in the procurement and negotiation of solid waste services <br />agreements, having assisted more than 100 California jurisdictions with the development of <br />RFPs and agreements, evaluation of proposals, and negotiation of solid waste services <br />agreements for refuse, recycling and organics collection, material processing services, and <br />disposal. In some of our competitive procurements, costs to the ratepayers have been <br />reduced by as much as 41 %. <br />6. HF&H Guides a structured process with high integrity that can withstand scrutiny <br />from the public, elected officials, and proposers. The key to a successful contracting <br />experience is a smooth, well managed process. As described In some of our client <br />testimonial letters, city staff and elected officials have appreciated our guidance and <br />successful results. <br />7. HF&H does not provide solid waste consulting services to waste haulers In order to <br />avoid conflicts of interest that may arise in firms that attempt to serve public agencies and <br />haulers. We believe this independence is particularly important for objective proposal <br />evaluation and effective negotiations during the procurement of a solid waste services <br />agreement. Additionally, our municipal focus ensures that we are aware of the unique <br />requirements of public officials. <br />S. We are well acquainted with the solid waste rates, services, and programs <br />implemented throughout Southern California as a result of our previous projects and on- <br />going surveys of 200 cities in the counties of Los Angeles, Orange, Riverside, San <br />Bernardino, San Diego and Ventura. We understand current trends in the local solid waste <br />industry and we are familiar with the capabilities of the potential proposers. <br />9. The engagement will be managed from our Irvine office, making our staff readily <br />available to participate in project meetings in a cost-effective manner. <br />�. 1 <br />
