City of Santa Ana Proposal to Provide Solid Waste Consulting Services <br />RFP NO.: 18-006 <br />Properly worded and targeted questions are key to a successful survey. We have collected <br />questionnaires completed at community meetings, as well as soliciting survey responses by mail <br />or telephone polling, from cities including Inglewood, Lawndale, Newport Beach, Rancho Palos <br />Verdes and Palm Springs. We have obtained response rates on mailings of up to 30%. <br />Subtask 1D: City Council Workshop <br />i <br />HF&H will lead up to three workshops with the City Council to communicate findings obtained <br />during Subtasks 1A through 1C and confirm Council priorities and issues. These meeting will <br />serve as a forum for HF&H to introduce options for consideration for the City's green policy and <br />goals while simultaneously receiving further Input and feedback from the City Council. <br />Subtask 1E: Create Memorandum Outlining Green Policy and Goals <br />Based on City Council direction, HF&H will prepare a concise memorandum outlining <br />recommended policies and goals. This memorandum will assist in facilitation of the RFP <br />process by providing a concise summation of the City's goals as well as recommended steps <br />toward achieving these goals. Specific program costs will be obtained during the RFP process. <br />Subtask 1F: Attend City Council Meeting <br />HF&H will attend a City Council meeting where we anticipate that the City Council will vote on <br />Implementation of the green policy and goals. <br />Optional Subtask 1G: Develop Comprehensive Zero Waste Operations Strategic Pian <br />As an alternative to developing the memorandum in Subtask D, HF&H will prepare a <br />comprehensive strategic zero waste operations plan that includes: (i) background and context <br />for selection of the recommended programs/policies that will support the City in achieving its <br />diversion goals, (ii) a road map for implementing the programs/policies in terms of the timeline <br />and funding methods, and (iii) serves as a resource for all stakeholders. We envision that the <br />Plan will summarize the findings of the preceding tasks and will document the following items: <br />• Current baseline conditions and programs/policies <br />• The process for analyzing enhancements to the current system and for identifying and <br />analyzing new programs and policies <br />• The full Menu of options from which a short-list of options will be selected <br />• Summary of the stakeholder/community participation process (including an attachment <br />that documents comments received on the Draft Plan) <br />• Implementation of the road map laying out a phased implementation approach and the <br />timing thereof <br />• Planning level cost impacts for significant programs ranked as low, medium and high <br />cost impacts <br />The Livermore High Diversion Plan is provided as a work sample in Attachment C. <br />TASK 2: Provide Programming Recommendations to City Council <br />Subtask 2A: Develop Program Recommendations <br />HF&H will develop a list of programming recommendations to be included in the RFP based on <br />the City's green policy and goals, as well as the input received during community meetings. <br />April 4, 2018 Page 12 HF&H Consultants, LLC <br />60D-63 <br />
