Addendum to EIR No. 1988-01, AA No. 2015-01 <br />GPA No. 2015-01 & ZOA No. 2015-01 <br />April 9, 2018 <br />Page 8 <br />Public Outreach <br />An extensive public outreach campaign was conducted throughout the plan area starting in <br />October 2014 to inform the public of the proposed land use changes to the Specific Plan and <br />how to comment on the proposed land use changes. Meetings with several neighborhood <br />associations that are located adjacent to the parcels with their land uses proposed to be <br />modified were held at schools or recreation centers along the corridor (including Spanish <br />translation as needed). Due to delays in the project, neighborhood meetings were again <br />held in late 2016 and 2017. These meetings included outreach to the following <br />neighborhoods: Bristol/Wamer, Santa Ana Memorial Park, Artesia Pilar, Flower Park, <br />Washington Square, Riverview, West Floral Park, Central City, Mid -City and Pico -Lowell. <br />A Notice of Availability (in English and Spanish) for the Draft EIR Addendum and the Draft <br />Specific Plan was sent out to property owners and tenants within 500 feet of the plan area. <br />Additionally, the documents were made available on the City's website and an electronic <br />community message was also sent to a wide distribution of community organizations, <br />neighborhood leaders, and business interests prior to the public review and comment period. <br />In addition to the above outreach efforts, over 2,000 notices were mailed to announce public <br />hearings and availability of the draft Bristol Street documents, including notification of a study <br />session before the Planning Commission in February 2015 and for this meeting. This list is <br />comprised of property owners, occupants and businesses in the project area and located within j <br />500 feet of the project site. An electronic community message was also sent to a wide <br />distribution of community organizations, neighborhood leaders and business interests one <br />week before the public hearing. While there have been phone calls received throughout the <br />course of this project, at the time of this printing, no correspondence, either written or <br />electronic, had been received from any members of the public. <br />Strategic Plan Alianment <br />Approval of this item supports Goal No. 3 Economic Development, Objective No. 2 (Create new <br />opportunities for business/job growth and encourage private development through new General <br />Plan and Zoning Ordinance policies), and Goal No. 5 Community Health, Livability, Engagement <br />and Sustainability, Objective No. 3 (Facilitate diverse housing opportunities and support efforts to <br />preserve and improve the livability of Santa Ana neighborhoods) and Objective No. 4 (Support <br />neighborhood vitality and livability). <br />Conclusion <br />Based on the project analyses, staff recommends that the Planning Commission recommend <br />that the City Council approve the Addendum to Final Environmental Impact Report No. 1988-01 <br />for the Bristol Street Corridor Specific Plan, General Plan Amendment No. 2015-01, Amendment <br />Application No. 2015-01 and Zoning Ordinance Amendment No. 2015-01. <br />75D-10 <br />
