Addendum to EIR No. 1988-01, AA No. 2015-01 <br />GPA No. 2015-01 & ZOA No. 2015-01 <br />April 9, 2018 <br />Page 2 <br />Project Backaround <br />Beginning in 1989, the City approved several documents related to improvements to Bristol <br />Street, a project known as the Bristol Street Widening project. First, the City adopted a <br />redevelopment plan for the Bristol Street Corridor since the corridor was not physically or <br />economically meeting its designated potential as a major transportation roadway and major <br />commercial corridor. The redevelopment plan was proposed to improve the project area through <br />the elimination of blight and blighting conditions that were preventing the full and effective use of <br />the land. The Plan referenced a need to provide upgraded or new public facilities and services <br />along the corridor, a need to make significant road improvements, the installation of new <br />landscaping, the assemblage of remnant parcels to consider for new development, and the <br />encouragement of new commercial, office and residential development. <br />A primary goal of the Redevelopment Plan included the widening and improvements to Bristol <br />Street. To facilitate this vision, the City approved the Bristol Street Widening Plan in 1991. This <br />Plan included the widening of Bristol Street from four to six lanes, the installation of landscaped <br />medians, enhanced public sidewalks and parkways. As the acquisition of the parcels needed for <br />the street widening commenced, it was apparent that the parcels contained more land than was <br />needed for the widening project, which resulted in long and linear remnant parcels of land <br />remaining along Bristol Street. <br />In conjunction with the Bristol Redevelopment Plan, the City Council approved the Bristol Street <br />Corridor Specific Plan in 1991. This Plan analyzed the existing land uses in the area, identified <br />uses that were only minimally impacted and could remain and those that needed to be acquired. <br />The Plan also identified ways to reuse the remnant parcels created by the right-of-way <br />acquisitions. To date, the completed phases of the corridor have been developed utilizing the <br />existing Specific Plan. However, due to changes in the right-of-way width needed for the street <br />widening project and limitations on funding for the remaining phases of the corridor, the Specific <br />Plan needs to be amended to allow the recapture of additional revenue to assist in funding the <br />final phases of the corridor and complete the project. <br />Project Description <br />The Bristol Street Corridor is a major arterial street that is approximately 3.9 miles in length that <br />extends from Memory Lane to the north to Warner Avenue to the south. The proposed Bristol <br />Street Corridor Specific Plan (Exhibit 1) is intending to change the zoning designation of select <br />parcels along the Bristol Street Corridor. Parcels previously identified for use as Parks/Open <br />Space purposes are proposed to be changed to Commercial (if adjacent to existing commercial <br />uses), or to Residential uses if the parcels are adjacent to residential development or are located <br />on a secondary street with no access to Bristol Street. Other proposed land use changes include <br />adding parcels to the Plan that were erroneously omitted from the original Specific Plan document <br />and amending the <br />designation of properties previously identified as Redevelopment District and Conditional Use to <br />either Commercial or Residential to be consistent with the original intent of the Plan.
