• Abigail Aleman, cited article from the O. C. Register, regarding homeless services and the <br />Sober Living homes that are operating illegally. <br />• Tim Johnson, thanked City Council for vote at last month's meeting, implored Council to <br />expand lawsuit to include all cities; and requested that Council define proportionality as <br />expressed by Judge Carter. <br />• Vincent Pham, attended meeting with son and encouraged council to unite all cities and <br />fine a resolution to the homeless issue. Expressed that the City is in a state of crisis and <br />an opportunity to make a change exists. <br />RECESSED AT 6:01 P.M. TO ROOM 147. <br />CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss certain <br />matters without members of the public present. The City Council finds, based on advice from <br />the City Attorney, that discussion in open session of the following matters will prejudice the <br />position of the City in existing and anticipated litigation: <br />1. CONFERENCE WITH LEGAL COUNSEL --EXISTING LITIGATION pursuant to <br />paragraph (1) of subdivision (d) of Section 54956.9 of the Government Code: <br />a. The Orange County Catholic Worker, et al. v City of Santa Ana United <br />States District Court for the Central District of CA (S.D.), Case No.: 8:17 — <br />cv-01340 <br />2. CONFERENCE WITH LEGAL COUNSEL — INITIATION OF LITIGATION <br />pursuant to paragraph (4) of subdivision (d) of Section 54956.9 of the <br />Government Code: One Case — Potential Action Against Multiple parties. <br />City Council authorized staff to file a cross complaint against all cities in Orange <br />County and the County of Orange over the impact of homelessness in the City <br />of Santa Ana, by a 6-0 vote (Tinajero absent). <br />CLOSED SESSION REPORT - The City Attorney reported out on Item 2 of said Closed <br />Session Meeting. <br />ADJOURNED - 6:33 P.M. <br />Maria D.
