And that development should benefit local communities, families, and youth. <br />• Reyna Artero, Manos Unidas Creando Arte (MUCA) Cooperative apart of Equity for All: <br />speaking on agenda item #8 —Would like residents included in decision making and would <br />like opportunity to meet with individuals to express their concerns and ideas. <br />AGENDA DISCUSSION ITEMS <br />1. Approval of Minutes from Regular Economic Development, Infrastructure, Budget and <br />Technology Committee Meeting of November 13, 2017. <br />MOTION: Martinez SECOND: Sarmiento <br />VOTE: AYES: Martinez, Sarmiento (2) <br />NOES: None (0) <br />ABSENT: None (0) <br />2. Review of Fiscal Year 2016-17 Single Audit Report (Strategic Plan No. 4, 1) - (FMSA) <br />Sergio Vidal, Assistant Director of Finance, provided presentation on Single Audit of Federal <br />Awards prepared by White Nelson Diehl Evans LLP, auditors. During fiscal year 2016-17, there <br />were 24 federal grant programs totaling $60.5 million. Audit objective is to determine <br />compliance with federal rules and regulations. <br />Major programs tested for audit were Section 8 Housing Choice Vouchers, Home Investment <br />Partnership, and Asset Forfeiture (Department of Treasury). Other programs reviewed: <br />Community Development Block Grants (CDBG), Workforce Innovation and Opportunity Act <br />(WIOA), Highway Planning & Construction, and Homeland Security Grant (UASI). City <br />received unmodified audit opinion ('clean opinion") and there were no material weakness or <br />significant deficiency identified. However, one compliance finding found for asset forfeiture fund <br />related to equipment management; Finance is working with department. <br />Chairperson Martinez inquired in regard to sanctuary city and this administration; are there any <br />potential loss of revenues. Jorge Garcia, Assistant to the City Manager, stated only area in <br />jeopardy is law enforcement grant. Byrne grant is one that could be affected, but amount is <br />small relative to total. Working with Finance staff to monitor. <br />3. Verbal discussion: One Stop Shop Tour of City of Riverside and Next Steps (Strategic <br />Plan No. 3, 3) - (PBA) <br />Candida Neal, Acting Director: On February 111, team from City of Santa Ana visited the City <br />of Riverside, Community Development Department. Saw two programs just initiated last year: <br />1) One Stop — physical arrangement on how they interact with customers; modeled after Santa <br />Ana public counter. Key agencies in one location with customer cueing system and a <br />comfortable waiting area, like Santa Ana.
