Raul Godinez II, City Manager
April 24, 2018
Page 3
MuniServices has extensive experience in the state regulatory process, dispensary audits, and industry
business activities including, but not limited to:
• Ordinance evaluation, development and implementation
• Administration
• Compliance
• Cultivation
• Track and Trace
• Transportation
• Mobile Dispensaries
• Storefront Dispensaries
• Registration
• Personal Use
• Taxes
Our specialized staff has the expertise to assist cities and counties to develop a comprehensive medical
cannabis policy. MuniServices can provide technical support from the initial discussion stages to the final
implementation process. We are experienced in helping to develop local ballot measures, drafting
ordinances and estimating revenues and costs. Our medical cannabis audit staff was the first to
complete dispensary audits for municipalities in Southern and Northern California. We have also been
working with cities as they pursue voter -approved medical cannabis tax measures.
MuniServices has performed nearly 50 compliance audits for California municipalities, including the
cities of Cathedral City, Palm Springs, and Sacramento, with regard to medical cannabis dispensaries and
cannabis tax levies thus providing us with the institutional knowledge on regulations, taxation,
acquisition, cultivation, production and distribution of medical cannabis. Our experience in this industry,
stemming back to Its infancy in local taxation, uniquely qualifies our firm to perform professional
services to assist with implementation, development, optimization, and enforcement of local cannabis
taxes and regulations. We understand that many businesses in this industry are typically heavily cash
oriented, experience difficulties with banking due to conflicting federal laws, have inadequate internal
controls, lack fluent audit trails, and have inadequate books and records and accounting systems. This
requires auditors to adapt and develop audit techniques specific to the industry and make the primary
focal points of the audits center upon probing for unreported income, inventory tracking, and
reconstructing sales. The City will fully share in our knowledge and experience of this industry if it elects
to do so.
MuniServices' Strengths Include
Experience: For nearly 40 years, MuniServices has provided revenue enhancement, administration,
information, ordinance development, compliance auditing, to 1,000 municipalities and counties
nationally, and has recovered over $2.4 billion in new tax revenue for its clients. This experience has
provided MuniServices staff with an unmatched array of revenue enhancement skills, knowledge, and
experienced gained from challenges we have overcome. MuniServices is the only revenue enhancement
firm to offer services for all general fund revenue sources nationally and has a wealth of experience and
presence in California.
