Raul Godinez II, City Manager
April 24, 2018
Page 4
Focus: MuniServices works solely for public sector clientele; thereby avoiding any real or perceived
conflicts of interest which allow us to focus our efforts entirely from a governmental perspective. This
exclusive public -sector focus qualifies us to review confidential taxpayer information and other
confidential data that is not available to other consulting firms. Our exclusive public -sector focus has
allowed us to develop unique expertise and multiple agency relationships and skillsets that better
position our company to provide ordinance and consultative services related to the cannabis industry.
Blue Chip Team of Experts: Our experience in this industry, stemming from its infancy of local taxation,
uniquely qualifies our firm to perform professional services to assist with implementation, development,
optimization, and enforcement of local cannabis taxation and regulations. MuniServices combines
expertise from, local, state and federal government perspectives with its extensive knowledge and
experience in California taxation, legislation and regulation development. Our team includes a former
City Manager, former Board of Equalization lead staff member on cannabis taxation, statewide and local
campaign consultants and pollsters, and policy and legal staff. Our knowledge of local governments and
the cannabis industry allow us to develop cost recovery plans that fully reimburse the City's costs for
planning, implementation and on-going administration. As a result, the City will fully share in our
knowledge and experience of the industry if it elects to do so.
Cannabis Resource Center: MuniServices maintains an in-depth and invaluable "Cannabis Support
Services" resource center on its website that provides not only historical background but also
information related to current issues, trends, policy reports, regulatory updates, data, relevant
resources, and more. MuniServices invests into the necessary resources to provide expert educational
support in this industry.
