Consultant Services for the Commercial and <br />Industrial Inspection and Database Management program, for a three-year term beginning July <br />1, 2018, and expiring June 30, 2021, with provision for one 2 -year extension exercisable by the <br />City Manager and the City Attorney, in an amount not to exceed $325,000 per year, including an <br />annual contingency of $78,735, for a total amount not to exceed $975,000 during the three-year <br />term, subject to nonsubstantive changes by the City Manager and City Attorney. <br />DISCUSSION <br />Authorized by the Federal Clean Water Act, the National Pollutant Discharge Elimination System <br />(NPDES) permit program was established in 1972 to ensure that unlawful pollutant discharges <br />do not enter the Nation's waterways. In California, this program is collectively regulated by the <br />State Water Resources Control Board and the nine Regional Water Quality Control Boards. <br />The City of Santa Ana, along with many other Orange County cities, is a co -permittee under the <br />County of Orange NPDES permit (Order R8-2009-0030 - NPDES No. CAS618030). As a co - <br />permittee, one of the requirements is to inspect commercial and industrial facilities and their <br />operations within the City's jurisdiction for potential discharges of pollutants into the storm drain <br />system. Approval of this recommended action will allow the City to perform these inspection and <br />database management services in compliance with the NPDES permit requirements. <br />On March 5, 2018, staff issued a Request for Proposals (RFP) for Commercial/Industrial <br />Inspection and Database Management Consultant Services, and posted the advertisement on <br />the City's website. On March 30, 2018, eight environmental consulting firms submitted proposals. <br />Each proposal was evaluated and ranked by a review committee comprised of personnel from <br />25F-1 <br />
