PUBLIC HEARING: AMENDMENT APPLICATION NO. 2018-02, GENERAL <br />PLAN AMENDMENT NO. 2018-02 AND THIRD AMENDMENT TO <br />DEVELOPMENT AGREEMENT NO. 1999-01 FOR THE MATER DEI HIGH <br />SCHOOL PARKING STRUCTURE AND SCHOOL EXPANSION PROJECT AT <br />1202 WEST EDINGER AVENUE — PATRICK MURPHY, APPLICANT <br />{STRATEGIC PLAN NO. 3, 2; 3, 51 — Planning and Building Agency <br />Planning Commission approved recommended action on April 23, 2018 by a <br />vote of 6-1 (Nguyen dissented). <br />Legal Notice published in the Orange County Reporter May 4, 2018 and notices <br />mailed on May 3, 2018. <br />Mayor Pulido opened the Hearing. Written communication received and <br />distributed; the following spoke on the matter: <br />1. Patrick Murphy, on behalf of Mater Dei High School, provided City Council <br />with Mater Dei redevelopment plan update and historical background. Noted <br />Mater Dei High School is not asking City of Santa Ana to spend general <br />budget funds. Requested City Council to look at Measure M2 and State SB1 <br />for funding. <br />2. Andres Garcia, expressed support for Mater Dei High School. Opined project <br />will greatly help Mater Dei students and the surrounding community. <br />3. Martin D. Lopez, representing Mater Dei High School, opined Mater Dei <br />invests in youth and in the community, and requested City Council to support <br />the initiative. <br />The Hearing Closed and Council discussion ensued. <br />Councilmember Tinajero, asked staff to clarify $1.7 million cap. Opined City <br />cannot in good conscious give Mater Dei money while public school's programs <br />need help and prior difficulty in having city work with school board to build public <br />schools. Expressed need to protect interest of residents and project should not <br />be funded at the expense of the residents. <br />City Manager Godinez, II, noted cap represents request to City to participate in <br />construction of offsite improvements, SB1 yearly requirements for approval, and <br />provided alternatives to reduce project cost.
