within the current plan budget, OCTA inability to provide additional funding, and <br />alternative funding and project assistance. <br />Councilmember Solodo, expressed support for entitlements, recommended <br />action item 2 and 3. Directed staff to research what new gas tax monies from <br />SBI or CIP may be allocated to project. Asked City Council to consider a variety <br />of options to consider at the June 5, 2018 City Council meeting. Opined need to <br />support all schools. <br />Mayor Pro Tem Martinez, expressed support for Mater Dei High School. Noted <br />city structural deficit is alarming. Opined city is not in a good position, need to <br />balance revenue and expenses, and City of Santa Ana should not be a full <br />service city. Noted commitment to hold City Council and staff accountable in the <br />decisions made and expressed opposition to project. <br />Councilmember Benavides, noted city is in a difficult position, spirit of previous <br />agreement indicated no use from general funds, benefits of having school in <br />Santa Ana, and need to look for ways to stand behind Mater Dei High School. <br />Opined some of the improvements requested would be something the City <br />would have to prepare for anyway and improvements would benefit residents <br />and community. <br />Councilmember Villegas, opined drug use on adjacent lot must be addressed, <br />residents looking forward to having parking structure, and need to find a way to <br />work together. <br />Mayor Pulido, opined City of Santa Ana has historically supported private and <br />public sector education, addition of value to community, and Mater Dei project <br />enhances neighborhood. Noted Bristol Street widening project contingency <br />funds may be used at the discretion of the city and possibility of using <br />contingency funds towards project. <br />MOTION: <br />1. Direct staff to bring back in two weeks options to fund public <br />improvements supporting the Mater Dei High School parking structure <br />expansion project. <br />2. Place ordinance on first reading and authorize publication of title. <br />ORDINANCE NO. NS -2948 - AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA APPROVING AMENDMENT APPLICATION NO. <br />2018-02 REZONING NINETEEN (19) PROPERTIES LOCATED ON <br />BERKELEY STREET, OCCIDENTAL STREET AND ST. ANDREW PLACE <br />FROM RESIDENTIAL TO OPEN SPACE FOR THE MATER DEI HIGH <br />SCHOOL PARKING STRUCTURE AND SCHOOL EXPANSION PROJECT <br />3.
