PUBLIC HEARING: APPROVE THE FISCAL YEAR 2018-2019 COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) {STRATEGIC PLAN <br />NOS. 2, 2; 2, 4; 5, 4; 5,6) — Community Development Agency <br />Community Redevelopment and Housing Commission approved recommended <br />action on March 28, 2018 by a vote of 4-0 (Cano and Santana absent). <br />Legal Notice published in the Orange County Register on May 8, 2018, La <br />Opinion on May 9, 2018 and Nguoi Viet on May 8, 2018. <br />Continued from the May 1, 2018 City Council meeting by a vote of 6-0 (Tinajero <br />absent). <br />Mayor Pulido opened the Hearing. Written communication received and <br />distributed; the following spoke on the matter: <br />• Jenny Rios, on behalf of Delhi Center, addressed City Council to request <br />support and funding. Opined program will provide youth with additional <br />training and opportunities. <br />• Claire Baeburn, on behalf of Brighter Futures for Children of Prisoners, <br />opined program has a great tract record for meeting and exceeding goals <br />and is the only program in county that provides support for children with <br />parents who are incarcerated. Addressed City Council to request to be place <br />for consideration for CDBG funds. <br />*Councilmember Solorio left at 8:25 p.m. and did not return. <br />• Richard Walker, on behalf of Public Law Center, encouraged City Council to <br />adopt program funding recommendations. <br />• Dr. Ana Jimenez, noted crime prevention program has served over 200 <br />families and opined need for counseling and therapy. Expressed concern <br />over funding being cut and requested City Council to continue funding <br />program at previous levels. <br />• Sophia Sober6n, on behalf of the Cambodian Family, thanked City Council <br />for their support. Provided City Council with update on services provided and <br />expressed appreciation for continued support. <br />• Savoenun Pho, opined services provided by Cambodian Family has assisted <br />her and other families with continued education opportunities and asked City <br />Council for their continued support. <br />• Ofelia Ramos, addressed City Council to express support for Cambodian <br />Family program. <br />CITY COUNCIL MINUTES 19 MAY 15, 2018 <br />
