Professional On-call Engineering Services City of Santa Ana <br />RFP No. 17.088 <br />jgvtr e t <br />Task 1- preliminary Environmental Study (PES) <br />Prepare the PES farm In accordance with the Local Assistance Procedures Manual (LAPM). The PES <br />form will be used to consult with CaltranstFHWA to determine the appropriate.NEPA document for the <br />project (in this case,. a CE). The LAPM requires the following steps for this process: <br />Step 1: Develop Complete Project Description and Detailed Map. Prepare a description of the <br />project including the location of the project.area (including a project map), a brief description of <br />theenvlronmental setting; and Identification of environmental effects usingthe PES. <br />Step 2:,Review Relevant .Literature, . Maps, andinventorlas. Review existing environtmorltahand <br />planning information, such as the City's General Plan and General Plan EiRpsoll surveys, and the <br />California Natural Diversity Database (CNDDtk) and California Native Plant Society Electronic <br />Inventory (CNP I). We have also assumed that. technlcal.studles prepared for this project will.be <br />provided to us for use In the PES, as appllcabie, <br />Step 0; Request Technical Information from Resource and Regulatory Agencies. This step will be <br />completed concurrently with Step 2. <br />Step* Verify Research Findings. in the Field (Site VislO.-A site visit will,, be.conducted by an <br />Environmental Scientist, <br />Stepft:Complete PES Form, Complete the PES form and provide an electronic copy to the City for <br />internal review, We will revvise the PES based on comments from the City prior to submittal to <br />Caltrans. <br />We will complete the PES form and provide an electronic copy to the City for internal review and revise <br />.based on comments from the City prior to submittal to Caltrans. it is assured that since impacts would <br />be minimal, detailed technical studies would not be required and the project would qualify as a <br />Screened Undertaking for cultural resources under Section 106 of the National Historic Preservation <br />Act. Screoned undertakings are classes of projects that have the potential to affect historic properties, <br />but may be determined exempt from review under the section 106 ProgramrnaticAgreemem. Exempt <br />classes include (but are not limited to): <br />2. Minor widening of less then ane-heif-lane width, adding lanes In the median, or adding <br />paved shoulders, <br />2. Channelization of Intersections or addition of auxiliary lanes. <br />g, Minor utility installation or relocation. <br />4. Addition of bicycle lanes or pedestrian walkways. <br />S. Modification of existing features, such.as slopes, ditches, curbs, sidewalks, driveways, dikes, or <br />headwalls, within or adjacent to the right of way. <br />Task 2 — NEPA Categorical Exclusion and CEQA Categorical Exemption <br />NgPA PAttggrlgal Cxcluiqn <br />Prepare a Draft CE checklistform in the most recent Caltrans format included In Caltrans' Standard <br />Environmental Reference (SER), Chapter SO --Categorical Exclusions. The Draft CE Checklist will be <br />provided to the City for review. We will make any revisions to the CE Checklist and provide a Revised <br />Draft CE Checklist to the City for submittal to Caltrans.
