Pi=;OPC)SAL <br />ON-CALL ENGINEERING SERVICES <br />UP NO.: 17-083 <br />City of Santa Ana <br />UNDERSTANDING OF NEED <br />The City Is currently undergoing a series of enhancements to Mile One Street which will Improve the multi- <br />modal mobility of all users. Portions of Mile One Street have already been improved and the subject project <br />is the remaining 1,000 linear feet of Improvements needed in order to covert Mile One Street into a complete <br />street. <br />Mark Thomas understands the components of a complete street project and has a proven track record of <br />successfully delivering the planning, design and construction support of similar complete street projects. The <br />Mile One Street Improvement project is expected to Include separated bike lanes, continuous ADA paths/ <br />walkways, stormwater treatment BMP°s, and a sustainable pavement design. <br />The proposed Improvements to this segment of Mile One Street will: <br />• improve multi -modal mobiity by Installing separated bike lanes and enhancing the walkways and <br />parkways. <br />• Improve corridor safety with the installation of raised buffer between vehicular traffic and bicyclists. <br />• Increase capacity since the widening will create a six -lane separated roadway which was not possible <br />with the existing facility. <br />The Mark Thomas team has extensive experience in the planning and design of complete streets, <br />streetecapes and bicycle facilities, Including the development of standards and delivering PS&E for a <br />variety of facilities. We bring an unmatched expertise to projects that require Innovative solutions for bicycle, <br />pedestrian, and multi -modal improvements, landscape master pians, median and gateway enhancements, <br />environmental design, and Caltrans coordination. <br />Our experience with similar projects such as Warner Avenue Improvements - Phase 1, has proven to be vital <br />to the understanding of the design needs for the City and the preferred options for each element of design. <br />Mark Thomas will utilize the experience from our previous work with the City as well as with golden bike <br />cities such as City of Davis and City of San Jose for the development and implernnentation of the complete <br />street elements required for Mile One Street. <br />Bicycle Lanes Design <br />Class IV bicycle lanes to be included will meet the <br />AASWTO Bicycle Design Guidelines, Caltrans' DIB f/ tag <br />for Class IV bikeways, NACTO Urban Bicycle Design <br />Guide, and the recent bike pavement marking strategies <br />used elsewhere in the City, such as green pavement <br />enhancements in vehicie/bioycle conflict zones. <br />The proposed bicycle facility will include a 0 -foot bike lane <br />separated by a planted raised curb buffer, 4 feet wide. <br />Lower shrubs and planting will be used In the buffer in <br />order to avoid sight distance conflicts.
