Executive Summary <br />EXECUTIVE SUMMARY <br />The City of Santa Ana (City) Public Works Agency utilizes StreetSaver and geographical <br />information system (GIS) to develop the Pavement Management Program (PMP) to provide an <br />accurate inventory of the current and projected pavement condition of all public roadways and to <br />implement a seven-year roadway maintenance and rehabilitation (M&R) program to maximize <br />the return from available existing funding for street pavement. The PMP's ultimate goal is to <br />effectively strategize short and long-term usages of current and future limited funding to restore <br />and maintain the entire street pavement network at "Good" condition or better. <br />The City currently manages 422.8 centerline miles of streets for a total of approximately 95.7 <br />million square feet (SF) of paved surfaces. To be consistent with the City General Plan <br />Circulation Element Master Plan of Streets and Highways and the Orange County <br />Transportation Authority (OCTA) Master Plan of Arterial Highways (MPAH), the entire street <br />pavement network is organized into two networks (arterial and local) depending on its functional <br />classifications (i.e. major, primary, secondary, and collector arterial streets; residential and non- <br />residential local streets). There are 106.2 centerline miles (25% of entire pavement network) in <br />the arterial network and 316.6 centerline miles (75% of entire pavement network) in the local <br />network.
