REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 3, 2018 <br />TITLE: <br />RECEIVE AND FILE THE REAL PROPERTY <br />DISPOSITION POLICY <br />{STRATEGIC PLAN NO. 3,5A) <br />1 <br />RECOMMENDED ACTION <br />Receive and file the Real Property Disposition Policy. <br />DISCUSSION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1e Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Acquired for its municipal operations and various improvement projects, the City is an owner of <br />substantial real property assets and interests. Over time, the need for these assets and interests <br />can change, thereby creating an opportunity for their use for other purposes. By allowing <br />remnant, unneeded, or marginally used City -owned real property assets to be employed for other <br />purposes, the City and its residents can benefit from private improvements which provide <br />property tax revenue and economic development opportunities, support non -City public uses <br />such as schools, or support uses that provide substantial community benefits or opportunities for <br />neighborhood beautification improvements. <br />The purpose of this policy is to establish procedures whereby remnant, unneeded, or marginally <br />used City -owned real property assets and interests are identified and recommended for <br />disposition through sale, lease, easement, license, or agreement for use to public, private, and <br />non-profit organizations, individuals, or other entities for economic development, public use, <br />community use, community benefit uses, community beautification, or assemblage with adjacent <br />real property. <br />The intent of this policy is to provide an orderly, transparent, open, and fair process for public, <br />private and non-profit organizations, individuals, and other entities to acquire remnant, unneeded, <br />or marginally used real property assets and interests from the City while assuring that the City <br />receives the best overall value for the real property interests conveyed. <br />60A-1 <br />
