PLC will provide financial literacy training and related legal services to low-income and fixed-income Santa Ana <br />residents to prevent fraud and also help residents deal with unscrupulous actors. PLC will also recruit, train, and support <br />care providers to increase child and dependent care options in Santa Ana, thus expanding the workforce and allowing more <br />residents to contribute to the City's economic development. <br />PLC will expand its financial literacy training and related legal services program to create a Santa Ana specific service. <br />PLC will also recruit care providers by a variety of methods including: <br />- Referrals from community partners (e.g., SBDC, Women Helping Women, Family Resource Centers). PLC has and <br />continues to develop close partnerships with nonprofit organizations and government agencies who work with clients who <br />can benefit from PLC's assistance; <br />- Referrals from prior PLC clients, who already formed successful businesses with PLC's assistance; <br />- Community Outreach. PLC holds regular small business workshop for community members, as well as regular <br />brief advice legal clinics, whereby clients are able to meet one-on-one with a volunteer attorney to discuss legal issues <br />relating to their business; and <br />- Word of mouth. PLC is the only pro bono legal services provider in Orange County that provides free legal <br />assistance specifically for caregivers. <br />b. and c. PLC intends to hold regular caregiver workshops (such as "Legal Aspects of Starting an In -Home Childcare <br />Business in California") for community members. PLC also intends to provide regular brief advice legal clinics aimed <br />specifically for Santa Ana -based care providers. Once clients are identified and determined eligible, PLC will provide <br />direct legal assistance to those clients. The assistance may vary, but will most likely include: assisting with formation of <br />the business entity; guiding the client through the licensing process; preparing contracts and other documents necessary <br />to run a childcare business; and assisting with other matters relating to the legal health of their business. PLC intends to <br />educate and assist clients with legal aspects of forming workers cooperatives to provide care services. PLC will also <br />provide legal assistance for Santa Ana -based nonprofit organizations which seek to establish childcare centers for their <br />clients. Finally, PLC intends to act as a knowledge base and resource for legal issues affecting care providers in OC, <br />particularly in Santa Ana. <br />d. PLC is targeting low-income and fixed-income Santa Ana residents. For financial literacy programming, PLC will <br />emphasize elder and senior residents. For prospective caregiver entrepreneurs, PLC is open to serving a broader <br />population, including those who may not meet our traditional income eligibility guidelines. Many of our clients prefer to <br />receive their services in Spanish and other non-English languages, for which we <br />have bilingual staff and volunteers. <br />EXHIBIT A <br />
