With Santa Ana CDBG funds, PLC will assist residents with issues related to their inability to remain housed (e.g., <br />evictions/Section 8, including HUD-VASH; veterans/public benefits). In addition to housing specific issues, PLC will leverage <br />the legal expertise in its Health and Veterans units to stabilize and house clients and reduce Santa Ana's emergency services <br />and law enforcement expenditures. Furthermore, PLC will coordinate with Santa Ana health and safety and code <br />enforcement officers to organize and advocate for low-income tenants who are experiencing severe habitability issues that <br />impact their housing environments. PLC will work collaboratively with code enforcement and community organizers to get <br />units inspected, owners cited, and repairs done, thus reducing and preventing crime through cleaner neighborhoods and <br />removal of blight. Finally, PLC will prioritize and place special emphasis on assisting veterans and victims of crime (e.g., <br />domestic violence, threats of ICE removal, pervasive harassment). For instance, PLC will defend against evictions to prevent <br />clients from returning to their abusers, as well as provide legal assistance to help stabilize their families. <br />b. In addition to the proposed monthly outreach activities, PLC provides services in its Santa Ana headquarters <br />on a daily basis through walk-ins and appointments. <br />c. PLC provides holistic services through screening, counseling, individual representation, community education and <br />referrals to trusted pro bono attorneys and partners. In addition, PLC's body of direct service work helps inform ourstrategic <br />litigation and advocacy to challenge societal injustices. PLC provides linguistically accessible and culturally competent <br />services in a safe and confidential setting. PLC has in-house capacity to provide services in English, Spanish and Vietnamese. <br />In addition, PLC has long-established partnerships with well -trained pro bono attorneys and their firms, local law schools, <br />and community -based organizations. <br />d. PLC is targeting low-income Santa Ana residents. Furthermore, PLC will target homeless individuals and families at -risk <br />of homelessness. Finally, PLC will prioritize services to veterans and victims of crime. PLC understands that some clients may <br />not appear to be low-income by some measures, but services are provided to those who have limited or no access to <br />resources due to situations like domestic violence. Many of our clients prefer to receive their services in Spanish and other <br />non-English languages, for which we have <br />bilingual staff and volunteers. <br />EXHIBIT A <br />
