COMMUNITY DEVELOPMENT AGENCY <br />HOUSING <br />PROGRAM <br />Various <br />To promote and deliver a balance of housing related, programs and services to City residents, investors and developers, <br />The Housing Division ensures the effective and efficient utilization of City resources to enhance and preserve the <br />intrinsic quality and economic viability of residential neighborhoods and housing stock within the City. <br />SERVICE PROGRAM <br />HOUSING AUTHORITY <br />To provide affordable housing for the most vulnerable members of our community to use as a platform to <br />obtain self-sufficiency and independence from our assistance. <br />SUCCESSOR HOUSING AGENCY - HOUSING AUTHORITY <br />To retain the responsibility for performing housing functions previously performed by the former redevelopment <br />agency, enforce affordability covenants, and perform related activities of applicable provisions of the Community <br />Redevelopment Law pursuant to the California Health and Safety Code, Part 1.85 of Division 24, Section 34176, <br />HOUSING DEVELOPMENT AND REHABILITATION <br />To provide quality technical and financial assistance to residents, developers, investors and non-profit organizations <br />within the residential cotrununity to ensure the enhancement of existing housing stock, construction of new quality <br />affordable housing, and the promotion of homeownership opportunities. <br />COMM -UNITY DEVELOPMENT BLOCK GRANT <br />The Housing and Community Development Act of 1974 provides funds to cities and counties to develop <br />urban communities, decent housing, suitable living environments, and expanded economic opportunities, <br />primarily for the benefit of low and moderate -income people. This federal program gives priority to activities <br />which benefit low and moderate -income individuals with an emphasis on residential -areas. Community <br />Development Block Grant projects are carried out by several operating departments within the City and by <br />sub-recipictits. <br />EMERGENCY SOLUTIONS GRANT <br />The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) revised the <br />Emergency Shelter Grant Program and changed the name to the Emergency Solutions Grant (ESG), As part of <br />the HEARTH Act, eligible FSG activities are Street Outreach, Shelter, Homelessness Prevention, Rapid <br />Re -Housing and Administratiom <br />4-33 <br />
