REQUEST FOR COUNCIL ACTION CITY COUNCIL MEETING DATE: JULY 17, 2018 TITLE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE A SUB -GRANT AGREEMENT AND RECEIVE FUNDS FROM THE CALIFORNIA EMPLOYMENT DEVELOPMENT DEPARTMENT FOR THE FEDERAL WORKFORCE INNOVATION & OPPORTUNITY ACT (STRATEGIC PLAN NO 2,4) r RECOMMENDED ACTION CLERK OF COUNCIL USE ONLY: APPROVED ❑ As Recommended ❑ As Amended ❑ Ordinance on 1s1 Reading ❑ Ordinance on 2ntl Reading ❑ Implementing Resolution ❑ Set Public Hearing For CONTINUED TO FILE NUMBER Adopt a resolution authorizing the City Manager or designee to execute a sub -grant agreement and all necessary documents to receive Federal Workforce Innovation and Opportunity Act funds from the State of California Employment Development Department, for a period from July 1, 2018 to June 30, 2021, subject to non -substantive changes approved by the City Manager and City Attorney. 2. Authorize the City Manager and Clerk of the Council to execute the sub -grant agreement and all necessary documents with the State of California Employment Development Department, for a period from April 1, 2018 to June 30, 2020, for an amount of $862,145, subject to non - substantive changes approved by the City Manager and City Attorney. DISCUSSION The federal Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, 2014. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA supersedes the Workforce Investment Act of 1998 and is the first legislative reform of the public workforce system in 15 years. California is a direct recipient of WIOA funding and contracts with the City of Santa Ana as a designated Local Workforce Development Areas (LWDA) to address workforce needs of employers and the community. 55E-1
