REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 17, 2018 <br />TITLE: <br />ADOPT A RESOLUTION AUTHORIZING THE <br />CITY MANAGER OR DESIGNEE TO EXECUTE A <br />SUB -GRANT AGREEMENT AND RECEIVE <br />FUNDS FROM THE CALIFORNIA EMPLOYMENT <br />DEVELOPMENT DEPARTMENT FOR THE <br />FEDERAL WORKFORCE INNOVATION & <br />OPPORTUNITY ACT <br />(STRATEGIC PLAN NO 2,4) <br />r <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s1 Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager or designee to execute a sub -grant <br />agreement and all necessary documents to receive Federal Workforce Innovation and <br />Opportunity Act funds from the State of California Employment Development Department, for <br />a period from July 1, 2018 to June 30, 2021, subject to non -substantive changes approved by <br />the City Manager and City Attorney. <br />2. Authorize the City Manager and Clerk of the Council to execute the sub -grant agreement and <br />all necessary documents with the State of California Employment Development Department, <br />for a period from April 1, 2018 to June 30, 2020, for an amount of $862,145, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The federal Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, <br />2014. WIOA is designed to help job seekers access employment, education, training, and <br />support services to succeed in the labor market and to match employers with the skilled workers <br />they need to compete in the global economy. WIOA supersedes the Workforce Investment Act <br />of 1998 and is the first legislative reform of the public workforce system in 15 years. <br />California is a direct recipient of WIOA funding and contracts with the City of Santa Ana as a <br />designated Local Workforce Development Areas (LWDA) to address workforce needs of <br />employers and the community. <br />55E-1 <br />
