Authorize the City Manager and Clerk of the Council to execute the sub -grant agreement and <br />all necessary documents with the State of California Employment Development Department, <br />for a period from April 1, 2018 to June 30, 2020, for an amount of $862,145, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The federal Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, <br />2014. WIOA is designed to help job seekers access employment, education, training, and <br />support services to succeed in the labor market and to match employers with the skilled workers <br />they need to compete in the global economy. WIOA supersedes the Workforce Investment Act <br />of 1998 and is the first legislative reform of the public workforce system in 15 years. <br />California is a direct recipient of WIOA funding and contracts with the City of Santa Ana as a <br />designated Local Workforce Development Areas (LWDA) to address workforce needs of <br />employers and the community. <br />55E-1 <br />
