Box 1988, M31 <br />Santa Ana, CA 92701 <br />Re: PUBLIC HEARING —AMENDMENT APPLICATION NO. 2018-05 FOR THE EDNOVATE <br />CHARTER HIGH SCHOOL LOCATED AT 1440-1450 EAST SEVENTEENTH STREET— <br />PACIFIC WEST COMMUNITIES, INC., APPLICANT {STRATEGIC PLAN NO. 3, 21 <br />Dear Mr. Pulido, <br />Santa Ana Unified School District (District) wishes to inform you of our interest in Public hearing—Amendment <br />application No. 2018-05 for the Ednovrrte Charter High School Located at 1440-1450 Fast Seventeenth Street — <br />Pacific (Fest Communities, Inc., Applicant [Strategic Plan No. 3, 2) which will come before the Santa Ana City <br />Council meeting tonight on July 17, 2018. <br />We are respectfully requesting that the council DENY the recommended actions outlined in the agenda item 75A-5 <br />Exhibit A, but specifically to the first item which references the rezoning of a properly from ,Single -Family Resident <br />(R-1) to Arterial Conrrnercial (C -S) and a properoj fi•ora Single-FamHy ResidenceIB paridng ,suffix (R -1B) and <br />Arterial Commercial (GS) to theAr•terird Commercial (C-5) zoning district We oppose this request for the following <br />reasons: <br />• By approving this item, the council will in essence be allowing the charter school from growing fiom 220 <br />students to 350 students in the 2019.2020 school year with an overall enrollment of 460 students as cited in <br />the agenda item. We question the charter school's ability in recruiting these students to their intended targets. <br />• An approval for decision would be in direct contrast to the last city council meeting which capped the <br />enrollment of Citrus Springs Charter. <br />• We don't believe a need exists in this area for a high school as students in this area are currently served by <br />our dependent charter, the Advanced Learning Academy which provides students with competency -based <br />learning and an early college program where students will eventually earn college credits leading up to an <br />associative of arts degree in coordination with our educational partner, Santa Ana College; and home to the <br />2018 National Speech and Debate winners. <br />• Traffic will be added to this area should the charter reach its projections. <br />We welcome the students from Ednovate, or now known as Legacy College Prep by the Orange County Department <br />of Education (OCDE), to enroll in our schools as we provide innovative opportunities across the district. The district <br />has a 93% high school graduation rate and 97% of our students expressing that they will move on to college as success <br />indicators. This year, our students earned $11,272,672 in total FAFSA, Grants, Scholarships, Awards, an indication <br />of academic persistence and rigor. We also offer other programs such as our XQ Super Schools which provides <br />students with project -based and place -based innovative learning environments.
