Early on In the project, it will be important to meet with the City Public <br />Works to define the following requirements: work hours; lane closures; storage of equipment; <br />open cut verses boring of intersections; trench backfiil; and pavement restoration. <br />Tetra Tech will perform our utility research Immediately upon Issuance of the Notice -to -Proceed. <br />The USA markings for the geotechnical Investigation will also be used to verify the location of <br />existing utilities. Any potholing services will be completed by use of the vacuum extraction <br />method thereby minimizing pavement damage and traffic disruption, In addition, a field walk will <br />be completed to look for evidence of infrastructure (e.g. valve cans, trench patch, vaults, etc,) as <br />some utility owners do not belong to USA Dig Alert, and others respond with only partially <br />complete Information. We have learned the Importance of taking extra steps to verify potential <br />underground infrastructures. <br />The proposed pipelines in the sample project are stated to be located within an arterial street. <br />Therefore, traffic control will be a major :concern of the City. The traffic control requirements <br />shall be determined with the objective of providing the Contractor with adequate room for safety <br />as well as efficient operation while providing the least possible disruption to the traveling public. <br />We believe traffic control is a Ivey design element and should be completed hand -in -hand with <br />the design of the pipeline, Similar to SA-5 Vault Relocation and San Lorenzo gift Station <br />projects, both have pipelines being constructed within Bristol Street, Tetra Tech will prepare the <br />conceptual traffic control requirements, specifying the work area and proposed lane closures <br />that are acceptable to the City, The contractor will be responsible for the actual preparation of <br />the traffic control plans based on these requirements. <br />It the proposed pipelines cross a signalized intersection, Tetra Tech will evaluate whether a <br />bore and jack operation or open -put construction will be the most beneficial solution. Typically, <br />Tetra Tech has been able to show that open -cut construction during limited work hours or during <br />times of minimal traffic Is the better solution verses bore and jack operations due to the 24 <br />hours, 7 day lane closures required for the pits. <br />Project Management <br />Over the years, Tetra Tech has established well defined, rigorous procedures for project <br />management. These techniques have been developed and refined and have contributed to our <br />success and reputation. The keys to our project management system are communications, <br />project planning, monitoring, and quality assurance. The Tetra Tech team's goal is to keep the <br />City staff "in the loop" from day one of the project, Communication tools include formal progress <br />reports afforded through our project management system and an Informal give-and-take <br />approach starting with Tom Epperson, our Project Manager, and extending to every member of <br />the Tetra Tech team, At the project's outset, the chain of command and appropriate <br />communication.methods will be agreed upon and can be as formal or as informal as the City <br />desires, We will use the entire communication spectrum. We will conduct formal meetings with <br />agenda and typewritten notes, and we will use informal meetings with notes to file, We also will <br />have documentation of telephone communications, with notes to file or letters of understanding <br />as appropriate follow-up. <br />City of Santa Ana - 1'I TETRA TECH <br />
