<br />Understanding of Need
<br />The City of Santa Ana's Public Works Agency Is seeking experienced professional consultants 10 retain on as -
<br />needed or on-call basis for various general engineering design and related supporting services Involving public
<br />facilities and lnfrastruoture needs. Additionally, the City's RPP contains two tasks' to be addressed by seleoting
<br />either Option A, Option B or both A and B by providing representational scopes of work, schedule and fee, Be-
<br />low is our outline that demonstrates the understanding of the work to be provided.
<br />Scope of Work
<br />Per the RFP, the following is a representation of how Wllldan defines the scope for Water Resources projects
<br />(Option A) and General Enginssring design otherthan Water Resources (option B), For Tasks that are largely
<br />elmilar, such as Project Management, the scope has boon combined for Option A and B as noted In following
<br />Task headers,
<br />Task 1— Project Management — Option A and Option 8
<br />Wllldan understands effeotive project management Is a ne- ® Task 1 deliverables
<br />cesslty to maintain project control. Because of this, Wllldan - Meeting schedules, attendance, rosters,
<br />approaches each project with a Project Management Plan matrix, meeting agendas and minutes
<br />(PMP). The PMP Identifies the project team, stakeholders, - Detailed project schedule
<br />I scope, potential project challenges, and establishes a QA/QC - Monthly project reports
<br />plan, project tasks, deliverables, and milestones, The PMP
<br />establishes regular meetings with City staff, utility companies and other participating agencies, as required, to
<br />discuss work progress, schedule, and related issues to exchange Information, discuss and resolve Issues, and to
<br />maintain progress of the project. The PMP is the overarching resource that ensures effective communication
<br />and complete project control. In addition, Wllldan will dedicate a Project Manager to manage the performance of
<br />the project Including, but not Ilmlted to, facilitating coordination between the design team, the City of Santa Ana,
<br />l utility companies, and other stakeholders directly affected by the proposed project. The Project Manager will su-
<br />pervlse, coordinate, monitor and review the project design for conformance with City standards, policies, and pro-
<br />cedures and will be responsible for:
<br />Maintaining continuous communication with City Project Manager, including meetings to review the prelimi-
<br />nary design and project status at 30-, 60-, and 100-parceni completion,
<br />Providing monthly project status report, oras specified in the PMP,
<br />* Overseeing project delivery targeting proposed schedule and minimizing project budget.
<br />Wllidan will facilitate a pre -design meeting with City representatives to review the project In detail, Wllidan will
<br />determine requirements and procedures for design, ongoing review, and coordination. In consultation with City
<br />representatives, Wllldan will determine relevant Issues specific to the project, design standards, and funding Iim-
<br />its. Progress meetings will be held monthly or more frequently it needed, with City staff, permitting agencies and
<br />utility companles as needed,
<br />Task 2 — Agency and Utility Coordination _ OptionA and Option B'
<br />5ubtask 2.01— Conditions Review, Option A. Wllldan will review available well data to be provided by the
<br />City of South Gate, Including well completion and testing reports, well geophysical logs, well Inspection videos,
<br />hydraulic efficiency tests, water quality tests, and other pertinent information, Wllldan will use the Information
<br />pro-vided by the City to prepare an assessment summary letter Including discussion of the risks and benefits associ-
<br />ated with alternative rehabilitation procedures, The summary letter will also Identify If any additional testing Is re-
<br />quired prior to, or during well rehabilitation to fill data gaps or provide essential Informatlon.
<br />Subtask 2.02 — Agency and Utility Coordination, Option AAND

<br />Option B: Wllidan will request utilityatlases from utlllty companies Well Assessment

<br />known to operate and/or maintain facilities within the project areas for - Meeting agendas and minutes
<br />reference In the improvement plans. Willdan will conduct a utility Ines- - Utility notification letters
<br />tlgatlon to Identify utilities that will be Impacted and will research prior - Utility matrix
<br />rights to clearly Identify parties responsible for reloeabon of the affected
<br />utilities. Wllidan will coordinate the utility Improvements with the Identified utility companies, Including the Impacts
<br />j to hlgh-hazard/high-pressure facilities.
<br />Per the City's Request for Proposal, coordination with utllity companies will include:
<br />Prepare Initial request for utility Information such as atlas sheets, mapping, or as -built plans and develop util-
<br />ity base map based upon Information received from utility companies.
