Notice of Preparation and Initial Study <br />If an EIR is required, Kimley-Horn would prepare the Notice of Preparation <br />(NOP), which provides an overview of the project description, location, and <br />the anticipated environmental Impacts/topics to be addressed in the EIR; <br />and expected permits required for project implementation. The NOP will <br />also include information about a Scoping Meeting, if applicable. Notice of <br />Completion (NOC) is prepared and submitted to the State Clearinghouse. <br />Both the NOP and NOC are provided to the City for review, and Kimley- <br />Horn will distribute the NOP using a mailing list provided by the City, with <br />assistance from Klmley-Horn if desired. <br />The preparation of an Initial Study may or may not be necessary for a <br />particular project, and the potential benefits of preparing an IS should <br />be discussed prior to finalization of a Scope of Work. If directed, Kimley- <br />Horn would prepare a draft IS that provides a preliminary assessment <br />of environmental topics, referring the reader to the forthcoming EIR for <br />in-depth analysis and mitigation measures, if necessary. If it can be adequately documented that there would be no project impact, <br />an environmental topic could be "focused out" of the EIR through the IS, and no further EIR analysis would be required. Kimley-Horn is <br />responsible for finalizing the IS and for coordinating the printing and mailing of the document, and the availability for its viewing at the <br />local library. <br />Scoping Meeting Facilitation <br />Ms. Privitt and our key staff are experienced in participating in and facilitating public scoping meetings to inform responsible agencies <br />and community stakeholders about a project's purpose, the CEOA process and environmental topics to be analyzed. The purpose of a <br />Scoping Meeting is to solicit feedback from meeting attendees in such a way that informs the scope and content of the EIR. Kimsey -Horn <br />believes that Scoping Meeting participation is something to be welcomed and encouraged, as it can provide an early indication of any <br />controversies or concerns that should be pro -actively addressed in the EIR. <br />Klmley-Horn will coordinate and facilitate the EIR scoping meeting, as directed by the City of Santa Ana. If desired, Kimley-Morn will <br />prepare a PowerPoint presentation and is responsible for preparing the Sign -In Sheet and Comment Cards. Graphic presentation <br />materials/poster boards can also be prepared by Kimley-Horn. Following the scoping meeting. Kimley-Horn will prepare a Memorandum <br />that summarizes the issues raised at the scoping meeting, which is summarized and included within the EIR. <br />Environmental Impact Report Preparation <br />Kimley-Horn prepares the Screencheck Draft EIR with consideration of the comments received during the NOP public review period <br />and input from responsible agencies. In order to conserve resources, if agreed by the City of Santa Ana, Kimley-Horn would submit the <br />Screencheck Draft EIR electronically (0, PDF and Word) for review and comment. Once comments have been received, Kimley-Horn <br />prepares a revised Screencheck Draft EIR, and then an Approval Draft, for final review and approval for public distribution. Kimley-Horn's <br />approach to preparing key sections of the EIR is provided below. <br />Kimley-Horn works closely with the project team to prepare a project description that articulates the <br />characteristics of the various components of the project and the project objectives. This is the basis for all of the analyses within the EIR; <br />therefore, the project description must be clear and comprehensive. Distribution of the draft project description to the project applicant/ <br />City of Santa Ana for review is recommended prior to commencement of the impact analyses within the EIR. This preliminary review is <br />advisable because it will allow the project learn an opportunity to vet and confirm all of the assumptions that will be used throughout the <br />EIR. Careful review of the project description and revisions to this section early in the EIR process can ensure that the project proceeds <br />smoothly and efficiently in a cost-effective manner. <br />City of Santa Ana I EVOC77009.17 18 1 \i! t t ley >>> H ®r n <br />
