f �s <br />Public Review <br />Kimley-Horn is responsible for the reproduction and distribution of copies of the Draft EIR, Notice of Availability (NOA), and NOC to the <br />State Clearinghouse and to those on the distribution list, assumed to be the same as the NOP mailing list, with additions from the scoping <br />meeting. Kimley-Horn will produce and distribute CDs of the Draft EIR and Technical Appendices to accompany the NOA, and hardcopies <br />for distribution to local libraries and the Project Team. This effort will also include coordinating the preparation of the document in PDF <br />format for use in CDs and inclusion on the City of Santa Ana's website, Kimley-Horn will post the NOA with the County Clerk, Additionally, <br />Kimley-Horn can prepare an abbreviated NOA for publication in a newspaper of local circulation to announce the public review period. <br />Responses to Comments, Errata, and Mitigation Monitoring and Reporting Program (MMRP) <br />Upon the close of the public review period, Kimley-Horn will review all comments received on the Draft EIR and organize the comments <br />for distribution to project team members, as necessary. Comment letters are bracketed into discrete questions that are then assigned <br />to project team members, including subconsultants, for response. Responses will be prepared to correspond to each of the bracketed <br />comments, and all letters/responses are combined into one document. Kimley-Horn will coordinate with the City on the approach <br />to preparing the responses to comments to resolve any outstanding issues and provide an agreeable resolution to the comment. If <br />necessary, an Errata will be prepared that adjusts any text in the Draft EIR in response to comments received. After review by the City, the <br />document would be revised according to comments received. <br />Kimley-Horn will prepare an MMRP for adoption at the time of the Final EIR. The MMRP sets forth all of the mitigation measures from the <br />Draft EIR, including any revisions made through the Response to Comments process, and provides the timing and entity responsible for <br />compliance with adopted mitigation requirements during project implementation. Upon receipt of comments from the City, Kimley-Horn <br />will revise the document accordingly and submits the approval draft (in both clean and "track change" format) for approval to print. <br />Findings of Fact and Statement of Overriding Consideration <br />Kimley-Horn will prepare a draft Findings of fact and a Statement of Overriding Considerations based on the City's preferred format. <br />There are standard formats for these documents; however, in our experience, each Lead Agency has a preference for a specific template <br />and level of detail, Therefore, Kimley-Horn tailors these documents to the preference of the Lead Agency. Upon receipt of comments from <br />the City, Kimley-Horn will revise the document accordingly and submits the approval draft (in both clean and "track change" format) for <br />approval to print. <br />Project Management and Meetings <br />For both EIRs and Initial Studies Kimley-Horn's level of participation in meetings will be based on the preferences of the City's Project <br />Manager. Scopes of Work can be prepared to include a wide variety of participation in conference calls and meetings. Kimley-Horn is <br />responsible for managing the CEOA process for the City of Santa Ana, including ongoing Project Team coordination to ensure compliance <br />with the Scope of Work, budget, and schedule, and to disseminate project information in a timely manner, resulting in consistent <br />information for all technical reports. <br />Kimley-Horn will be available to participate in public information meetings at the request of the City. At public meetings, Kimley-Horn will <br />be available to answer questions on the EIR and environmental analysis and facilitate information sharing through visual graphics and/or <br />PowerPoint presentations. Importantly, Kimley-Horn will be available to attend all public hearings (e.g. Planning Commission, City Council) <br />and meetings with applicable jurisdictions/responsible agencies, and answer questions related to the CEQA documentation. All Kimley- <br />Horn team members are experienced and adept at providing helpful technical responses and clarifications for decision -makers at public <br />meetings and hearings, and at making presentations at public hearings, <br />Throughout the CEQA process, Kimley-Horn will maintain regular telephone and email communications with the Project Team, as <br />appropriate, to discuss the status of the Project or environmental issues as they arise. Meeting minutes can be provided after each <br />meeting/conference call to document decisions made and outstanding action items. Kimley-Horn is responsible for managing the CEQA <br />process for the City, including ongoing ProjectTeam coordination to ensure compliance with the Scope of Work, budget, and schedule, <br />and to disseminate project information in a timely manner, resulting in consistent information for all technical reports.
