FOR LIGHTING AND ELECTRICAL <br />DESIGN OF VARIOUS CITY PARK <br />UPGRADES <br />(PROJECT NOS. 18-7524,18-7533, <br />& 18-2688) <br />(STRATEGIC PLAN NO. 6, 1G} <br />CI ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with IDS Group to <br />provide Electrical Lighting Design Services for three-year term beginning August 21, 2018, <br />through August 20, 2021, in the total amount of $92,690, which includes a design contingency in <br />the amount of $8,427, with an optional one-year extension exercisable by the City Manager and <br />City Attorney, subject to nonsubstantive changes approved by the City Manager and City <br />Attorney. <br />Each year numerous City Parks receive lighting upgrades to energy efficient Light Emitting Diode <br />(LED) fixtures to improve safety and usability of city parks. This project is part of a continuing <br />effort to provide security lights to all City Parks and Bike Trails. Presently the Pacific Electric Bike <br />Trail, Saddleback View Park, and Morrison Park do not have any lighting on park grounds. The <br />project scope involves professional electrical engineering design services to prepare plans, <br />specifications, and estimates leading to bidding out contract documents to install new lighting <br />systems and light fixtures along the walkway and bike trail. <br />On May 7, 2018, the Public Works Agency released a Request for Proposals (RFP) on the City's <br />website and the PlanetBids eProcurement portal inviting qualified firms to submit proposals for <br />professional electrical engineering services. The Notice Inviting Proposals was also published in <br />the Orange County Register on May 11, 2018. On June 5, 2018, four proposals were received <br />and subsequently evaluated for content and responsiveness to the RFP by a committee <br />comprised of staff from both the Public Works and Parks & Recreation agencies. Each Proposal <br />was rated according to their firm/team experience, understanding of need, relevant project <br />experience, projected schedule, and client references. <br />25B-1 <br />
