REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 21, 2018 <br />TITLE: <br />APPROVE AGREEMENT WITH DAVID <br />EVANS AND ASSOCIATES FOR <br />LANDSCAPE ARCHITECTURAL DESIGN <br />OF 6TH AND LACY PARK <br />(PROJECT NO. 18-2692) <br />(STRATEGIC PLAN NO. 6, 1G) <br />CIV YANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with David Evans <br />and Associates for a two-year term beginning August 21, 2018, and expiring on August 20, 2020, <br />with the option for the City to grant up to two one-year renewal options exercisable by the City <br />Manager and the City Attorney, to provide consulting landscape architectural design services for <br />the new 6th and Lacy Park, in the total amount not to exceed $132,561, including a 10 percent <br />contingency in the amount of $12,051, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />Approval of this recommended action will allow staff to proceed with preparation of Plans, <br />Specifications and Estimates, also referred to as Contract Documents, for the project authorized <br />in the FY 2017/18 Capital Improvement Program. These Contract Documents will be used to <br />competitively bid and construct the project. <br />The project is located at the southwest corner of 6th and Lacy Streets. The Scope of Work <br />involves development of a .4 acre vacant site owned by the city, into a new neighborhood park <br />with amenities including a playground, picnic area, walkways, site furnishings, lighting, skating <br />element, restroom, water -wise landscaping, and automated irrigation system. <br />On April 2018, the Public Works Agency released a Request for Proposals inviting qualified firms <br />to submit proposals for architectural design services. On May 2018, 11 proposals were received. <br />Each firm was evaluated according to firm/team experience, understanding of need, relevant <br />project experience, schedule and proposed fee. <br />250-1 <br />
