REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 21, 2018 <br />TITLE: <br />APPROVE A RESOLUTION AUTHORIZING <br />AN APPLICATION FOR HAZARD MITIGATION <br />GRANT PROGRAM (HMGP) FUNDING FOR <br />DEVELOPMENT OF A HAZARD MITIGATION <br />PLAN <br />(STRATEGIC PLAN NOS. 1.2D AND 6.1C) <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on Is' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />_ FILE NUMBER <br />C MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the City Manager and the Chief of Police or his designee, on <br />terms acceptable to the City Attorney, to complete and submit the requisite subapplications to <br />compete for Hazard Mitigation Grant Program (HMGP) funds for the purpose of obtaining up to <br />$105,000 in federal HMPG funds related to hazard mitigation, provided by the US Federal <br />Emergency Management Agency (FEMA) and sub -granted through the State of California. <br />DISCUSSION <br />As a result of wildfire disasters occurring in California in October 2017 (DR -4344) and wildfire <br />and debris flow disasters occurring in California in December 2017 (DR -4353), the Federal <br />Emergency Management Agency (FEMA) made several hundred million dollars available to the <br />State of California under the Hazard Mitigation Grant Program (HMGP). The State is making this <br />funding available to individual jurisdictions for the purpose of developing Local Hazard Mitigation <br />Plans and mitigation projects. The HMGP Program is a competitive grant designed to mitigate or <br />reduce the impacts of natural disasters before they occur. <br />A Local Hazard Mitigation Plan identifies the primary natural hazards that may impact a <br />jurisdiction, for example, earthquakes, floods or drought. In addition, the Plan estimates the <br />losses that can be anticipated if the hazard event occurs, such as injuries and casualties, <br />property damage and/or economic losses. It also identifies and prioritizes projects that can be <br />performed before the hazard event occurs to mitigate the anticipated losses. These could <br />include seismic retrofitting of buildings, improvements to storm drain or flood control <br />infrastructure, strengthening other critical infrastructure, or improvements to building codes or <br />other regulatory protections. <br />5513-1 <br />
