Install an overhang for shelter during inclement weather. <br />Designate a smoking area far from the entrance to prevent visitors and residents <br />from loitering outside of the facility grounds as much as possible. <br />Circulation: There is 16,227 square feet of circulation space within the facility. <br />Original flooring is found throughout the facility and most is in good condition as it has <br />been cleaned and waxed on a regular basis. There are five elevators within the Jail — <br />three are currently used for inmate movement only, and two are for staff only. All <br />elevators are controlled by card access and intercoms. The City Police Department is <br />located adjacent to the Santa Ana City Jail, allowing for an expeditious response in <br />case of emergency. <br />The Jail's Central Control room should remain in operation and staffed at current <br />levels. This will help alleviate some of the costs for direct supervision in the Housing <br />Units during off-peak hours. With many sallyports limiting movement about the <br />facility, some could be removed to soften the overall look and feel while still <br />maintaining an adequate amount of control. The circulation space modifications <br />which should also be made include the following: <br />- Remove some sallyports for easier access throughout the facility. <br />- Maintain Central Control staffing to oversee the housing units and Day Center. <br />- After a leak in the basement, a large area of tile had to be removed in a non - <br />travel area used for emergency egress only. Path of travel is marked with caution <br />tape avoiding any of the missing tiles. We recommend replacing or removing all <br />of the tile in this area. <br />- Facility elevators were custom built for original construction. As such, <br />maintenance issues are a major issue. The maintenance mechanic has done a <br />great job in keeping them operational; however, with the elevators not being of a <br />major current manufacturer, parts availability is an ongoing issue. <br />Food Service (Optional): The Santa Ana Jail has a 7,550 -square foot kitchen with a <br />full bakery that is sufficient to prepare three meals per day when the facility is at <br />maximum capacity. The kitchen contains five <br />refrigerators and six freezers. The dry storage and <br />- = freezer areas are large enough to store meal <br />rr- + ingredients for a longer period, providing the <br />opportunity to take advantage of bulk purchases <br />y that lower overhead costs for the facility. Large <br />refrigerator space allows for advance meal <br />�. preparation and storage until needed. Food <br />f L, deliveries are received twice a month. <br />The kitchen contains a break room, an office for the kitchen manager, one unisex <br />restroom, and twelve lockers. Most equipment is in good working order. Meals are <br />delivered on trays to the housing unit dayrooms as there is currently no dining hall in <br />the facility. Providing meals within the Housing Units limits the amount of movement <br />of residents throughout the facility. Sack lunches or a hot meal could be served in the <br />Day Center for visitors as well. The kitchen modifications which should be completed <br />include: <br />- Encourage residents of the facility to volunteer in the kitchen to gain work <br />experience through a culinary program. <br />- Partner with a local junior college to provide a certification course for residents <br />enrolled in a culinary program. <br />- Continue food service delivery on trays to residents in the Housing Units so they <br />may dine in the Dayroom or the Recreation Yard. <br />107 <br />65A-114 <br />
