Negative Impacts (Threats) <br />- There has been great community opposition to continue use of the existing <br />building as a detention facility. Much of the opposition has surrounded the use of <br />the building as an ICE -contracted facility. There will likely continue to be some <br />vocal opposition to any use of the facility related to correctional or detention <br />purposes. <br />Contracting with outside correctional agencies for leased custody beds places <br />the City in a position of continually being dependent upon the State or federal <br />budgeting process for continuing contracts into future years. <br />Unresolved Issues <br />- See page 28 of this Executive Summary section for narrative description. <br />Jail Reuse Feasibility Study <br />Vanir Consultant Team Recommended Feasibility Options Ranking <br />Based on the results of the analysis and evaluation process, a summary <br />ranking from best to worst for the implementation of the proposed rive jail <br />reuse feasibility options was established by the Vanir consultant team. <br />Analysis of this information and related fiscal impact data was used to form <br />the following recommended implementation ranking: <br />Transitional Jail Community Reentry Treatment Facility <br />Recommended Ranking: Jail Reuse Implementation Option #2 <br />❑ Community Commercial Office Space: This Jail Reuse Feasibility Option will <br />involve major renovation of the existing City Jail building structure and systems that <br />would result in a new modern general modern office complex. <br />Advantages (Strengths) <br />Many businesses are shifting from individual office spaces to open workspaces <br />to improve collaboration among the workers. This new modern workspace is a <br />transition from the traditional layouts to a mix of open workspaces and enclosed <br />rooms for meetings and when confidential conversations are critical. This work <br />arrangement favors the new, young up-and-coming workforce. <br />The building renovation and new construction would make available a total of <br />168,243 square feet of space which would support office environments on four <br />levels of the building. Level one contains the largest area and Level two contains <br />the smallest area of space. The third and fourth levels contain an area which <br />accounts for approximately one-fourth of the building's total space. <br />The commercial office complex would contain a wide mix of office arrangements <br />which could be leased to individuals, start-up companies, and existing firms <br />needing expansion workspace. Companies with proprietary services and product <br />lines would be target candidates to occupy this remodeled space. <br />- Having office space located in the Santa Ana Civic Center Plaza area could be <br />favorable and possibly profitable. The vicinity around the Jail lacks an <br />abundance of available office resources. The closest concentration is anchored <br />19 <br />65A-26 <br />
