The Santa Ana City Jail Reuse Feasibility Study is organized into four sections and supporting Appendix <br />information. Section 1: Executive Summary provides information about the (a) need for Jail Reuse <br />Feasibility Study, (b) conclusions from the City Jail Condition Assessment Report, and (c) descriptions of <br />the five primary reuse evaluation options, fiscal analysis, advantages / disadvantages considerations and <br />recommended implementation option rankings. <br />Section 2: Introduction and Study Planning Approach gives an overview of the Santa Ana City Jail <br />including the Board of State and Community Corrections (BSCC) rated capacity, changes in inmate <br />custody days, average daily population (ADP) levels, and inmate booking trends. <br />Section 3: Jail Facility Description provides detailed information showing (a) operational policies, (b) <br />jail construction characteristics, and (c) housing unit configuration and basic characteristics of the <br />physical site upon which the Jail complex is situated. Other information also highlights the major findings <br />from the City Jail condition assessment and evaluation which was also conducted as part of the <br />Feasibility Study. A key part of the Jail Reuse Feasibility Study included the collection of summary <br />information about the detention facility's physical plant condition and building systems strengths and <br />weaknesses. The condition assessment focused on factors related to the correctional facility such as (1) <br />configuration and intended security levels, (2) defined uses of the facility, (3) physical condition of the <br />building elements, (4) quality of the space, (5) circulation, location adjacencies, and level of privacy, and <br />(6) ability to achieve intended security and level of safety for staff and inmates as well as compliance with <br />standards. <br />Section 4: Analysis and Evaluation of Jail Reuse Options provides an in-depth review and analysis of <br />the five Jail reuse building options that were selected for the follow-up primary research and evaluation <br />work conducted by the Vanir consultant team. The assessment process and information compiled and <br />analyzed for each Jail reuse feasibility option included (a) summary building reuse descriptions, (b) facility <br />impacts and identified modifications, (c) major functional use area floor space changes, and/or other <br />significant considerations that are effected through the implementation of each Jail reuse option, (d) <br />summary conceptual fiscal cost analysis statements, and (e) a summary outline of major strengths, <br />weaknesses, opportunities, and negative impacts associated with the implementation of each reuse <br />option. <br />29 <br />65A-36 <br />
