Jail Reuse Feasibility Study <br />Vanir Consultant Team Recommended Feasibility Options Ranking <br />Based on the results of the analysis and evaluation process, a summary <br />ranking from best to worst for the implementation of the proposed five jail <br />reuse feasibility options was established by the Vanir consultant team. <br />Analysis of this information and related fiscal impact data was used to form <br />the following recommended implementation ranking: <br />Transitional Jail Community Reentry Treatment Facility <br />Recommended Ranking: Jail Reuse Implementation Option #2 <br />The third potential Jail Reuse Feasibility Option the consultant team analyzed focused on a scenario <br />which involves renovating and reusing the City's Jail building as converted new general office space. <br />This office complex would contain individual offices, staff work stations, public lobby / restrooms, staff <br />lounges, and other ancillary spaces which could be leased to individuals and small business operations. <br />An initial review of the structure for potential transition from the Jail to office space usage revealed that <br />the total usable area contained in the Jail's four levels is approximately 168,243 square feet. This <br />feasibility option keeps the hardened utility walls in place to provide access for mechanical, electrical, and <br />plumbing (MEP) systems, plus communications (telephone, data, and internet) upgrades. These <br />upgrades are needed to ready the available spaces for office use and for continued maintenance <br />following the building's transition. <br />i <br />Santa Ana City Jail Reuse Feasibility Study <br />Reuse Option Scenario General Community Commercial <br />Analysis and Assessment. Office Space Use <br />The assessment information and supporting data which the consultant team developed is summarized <br />and highlighted in the following analysis: <br />Operational Information, Fiscal Analysis and Advantages/Disadvantages Considerations <br />A. Description of Jail Reuse Option: This feasibility option would involve major <br />remodeling and renovation of the existing City Jail building structure and systems that <br />would result in a new modern general commercial office complex. The office <br />complex would contain a wide range of office arrangements which could be leased to <br />individuals, start-up companies, and existing businesses needing additional work <br />areas for themselves or recently hired staff. Commercial businesses looking for <br />expand work stations to accommodate expansion of their proprietary services or <br />product lines would be target candidates to occupy this revised space. <br />The building renovation and new construction would make available a total of <br />168,243 square feet of space which would support office environments on four levels <br />of the building. Level one contains the largest area and level two contains the <br />smallest area of space as shown in the following Table. The third and fourth levels of <br />the facility each contain an area which accounts for approximately one-fourth of the <br />building's total space. <br />85 <br />65A-92 <br />
